In May 11, 1982, the Quebec and Canadian Governments made a deal with the Marconi Company.  This deal appeared publicly in April 6, 1998 when the Marconi Company agreed to acquire 58% of the total outstanding shares of NovAtel Inc. General Electric Company (GEC) of United Kingdom (UK) had the ownership position in Canadian Marconi.

Note: Below is my explanation of how the May 11, 1982 MSSTC deals for this Marconi Company claiming again the MSSTC was discovered.  This deal concerned the Marconi lawsuit against the MSSTC on the radio communication contract with the WR inc.

Initially I was involved in a new project with (26) -Mr. Claude Bellefleur between 1988 and 1991, before my politic exile in USA.  This involvement regarded a copyright of the (Hybrid Power Supply Module) made by (34) -Mr. Robert Clavel and Mr. Claude Bellefleur) from MKSA Inc. 

A problem happened when registering the patent at Robic & Robic lawyers (Patent & Copyright Office, Montreal). The MKSA assisted in this registration by the QIRC (owned by the Quebec Government). QIRC, Marconi, MKSA didn’t want Mr. Claude Bellefleur’s name to appear on the patent.  A patent dispute was assigned to Robic under lawyer’s file number 0374PR as deposited but never resolve.  I personally referred Mr. Claude Bellefleur to this Lawyer personally on April 1991.

(34) -Mr. Robert Clavel Engineer, was the Montreal Head of the Industrial Electronic Instrumentation Department, Research and Development for the Quebec Industrial Research Center (QIRC). Clavel was the supervisor of Mr. Bellefleur. Clavel protected Bellefleur in August 1983 by hiring him as a consultant and later as a contractor for the QIRC.  Clavel resigned from the QIRC. Later, Clavel, on April 1991, was also the Chairman of MKSA Inc.

(35) -Mr. Marc Pastor was working on April 1991 for Lotto Quebec owned by the Quebec Government. He was also an Investor with another person, from QIRC, in MKSA. 

Some problems appeared at the same time when Marconi, who was interested in buying the Hybrid Power Supply Module and the Orlikon International Company, who built some military supplies such as military tanks, was interested in having one module regarding one of the applications of the IRIS Project. 

A problem happened when registering the patent at Robic & Robic lawyers (Patent & Copyright Office, Montreal). The MKSA assisted in this registration by the QIRC (owned by the Quebec Government). QIRC, Marconi, MKSA didn’t want Mr. Claude Bellefleur’s name to appear on the patent. A patent dispute was assigned to Robic under lawyer’s file number 0374PR as deposited but never resolve.  I personally referred Mr. Claude Bellefleur to this Lawyer personally on April 1991.

NovAtel  Inc.  was  in  1992  owned  by  the  Alberta  Government.  This  Alberta  Crow  Corporation  had invested C$640 millions in the US to develop the cellular market and was place, by the Canadien and  Provincial Political organizations technically in bankruptcy. This Crow Corporation was associated to the ACILR electronic concept robbery by had developed one of the direct development application of the ACILR electronic concept.

In all these activities Mr. Bellefleur has exhibited a sound technical knowledge and a thoroughness in the execution of his duties. He has communicated ably with associated in either French or English and has proven to be a valuable member of the development group.

This second strange event was when Mr. Claude Bellefleur was involved personally with the Marconi Company in the summer of 1996, regarding his employment by his former employer the Marconi Company. A letter from Marconi Company, as an evidence of their criminal involvement, was publicly disclosed in the 13 document of October 16, 1998, page 6 Section D.  See the photocopy letter at the index D) of “THE LETTERS TO: MR.FREDERICK D. ISTER, ASSISTANT STAFF DIRECTOR OFFICE OF CIVIL RIGHTS EVALUATION UNITED STATES COMMISTION ON CIVIL RIGHTS”. OTHER STRATEGIC PARTNERS   Cancom has also build partnerships through investments:   In January 1998, Cancom completed the acquisition of 2,500,000 additional common shares of Regional Cablesystems (TSE:REG) for a new total of approximately 2,956,000. Regional Cablesystems, both directly and through its 70.1% subsidiary, Regional Cable TV (Western) Inc., provides cable service to approximately 115,000 cable television subscribers in non-urban markets throughout Canada.

WIC was one of the founding partners in Cancom when it was incorporated in 1980, and has gradually increased its investment since then, as satellite transmission has become established as the leading of the wireless signal delivery technology. Cancom now delivers programming to some 3.8 million-cable subscriber households across Canada. See at the end of this document Cancom story page

Canada was the first nation to put a commercial communications satellite into orbit. See September 12, 1982 below for more details concerning the Cancom partnership, WIC, the Canadian Government by the CRTC and the Quebec Government by De Gaspé Beaubien at a meeting with Francis Fox at de Gaspé Beaubien's home in the Laurentians north of Montreal.

And the strange Cancom’s partners in RegionalVision which are:

Capital Communications CDPQ Inc., the communications investment arm of the Quebec Investment and Deposit Bank (Caisse de dépôt et de placement du Québec). Vidéotron was his first Partner since 1981. Vidéotron was contacted in the ACILR Project in spring 1980. Strangely the group, including the QWF, who had a Seat of director at the Quebec Investment and Deposit Bank, are also directly associated with the criminal governmental harassment against the author of the ACILR international concept project;

CSL Infrastructure Management Inc., owned by SNC-Lavalin and Clientech Management Services Inc. Strangely also the first MSSTC president Mr. Jacques Gibert was the first MSSTC’s president who allowed me some live absence between 1977 and 1979, to work on the ACILR concept. At his demotion Gibert was hire by Lavalin;

And Hougen Communications owned by Rolf Hougen, founder and Director of Cancom.  In addition, WIC’s 53.7% ownership in Cancom opens the door for shared technology between WIC Connexus and RegionalVision. See at the end of this document, story of WIC who owns 53% of Cancom page

In May 11, 1982 (second event), The meeting which the QWF requested by Mr. Pierre Dusseault President of the Section local 3333. This request was made to (15) -Mr. Claude Chartier, MSSTC’s employee, president of the Public and Private Workers and South Shore Resident Association (PPWSSRA) to be schedule with me (Mr. Serge Morel) concerning the ACIRL project.  Only Mr. Chartier made the meeting report, Mr. Pierre Dusseault President endorsed this report by telling that would be the FTQ report also. See Volume 4 Appendix W 8, in the original French document identified and listed No. 1 of the English Document Title: ”The Abridgment” second Part page 2 of 22.

In May 11, 1982 (third event),  - The Marconi Company lawsuit was instituted, claiming irregularities from the MSSTC in the bidding process. See Page 13 (the last paragraph) of the Second Document Titled, " Mr. Morel, from the ACILR Project, testimony and elaboration concerning some criminal acts against him and the project”) (French- "ELABORATION ET TEMOIGNAGE DE M. MOREL DU PROJECT CDRIL ASSOCIE A LA CRIMINALITE).

This company Marconi interferes also, in an association with the QIRC, in other electronic development and illegal registration patent of the MKSA Hybrid Power Supply Module, on April 1991.  I was supposed receive some percentage of this.  Nobody will not to tell us on what names Robic & Robic (who do this patent registration).
