I’m following up on the letter I wrote to Mr. Ister. I appeal to your good offices for any further directions in the resolution of my situation. Should you know of any additional information from any other agencies, such as the State Department, to resolve my situation please notify me in writing concerning all actions taken to resolve my complaint. Should you need to communicate further concerning this matter, please forward your correspondence to the address above. I submit this letter for your personal aid in this matter.
I acknowledge receipt, on August 13th, of your August 7th letter with a metered postmark date of the 11th. I greatly appreciate your letter and express my apologies for this much delayed response. Recent events over these past months and their aftermath prevented my timely answer.
My situation is such that I am fearful for my personal safety and for my family, my friends, and colleagues. Kindly allow me to illustrate by reciting some recent events, as follows:
I met with a Mr. Claude Bellefleur, my co-presenter of at a previous presentation to the Quebec Government, of a patentable, sophisticated, electronic communication system(s). This meeting took place on June 28, 1998 in Vermont. The meeting was to re-confirm certain information I had transcribed in my documents relating to this system. On July 30th Mr. Bellefleur sustained serious body injuries while riding a bicycle on a bike trail in Longueuil, Montreal. A sports utility type vehicle caused this mishap on the bike trail! It is now questionable whether this mishap was premeditated or a pure accident. The significance of Mr. Bellefleur to my interests is that he is my sole and bonafide witness to my work on this electronic system(s). Information in a document of mine dated February 24th was faxed to the FBI in care of Mr. John Sennett, regarding Mr. Bellefleur’s assistance to me and concern for his safety.
Another bizarre event occurred to another colleague of mine, a Canadian national, who shall remain nameless. My concern for confidentiality relates to the safety of his surviving family! This man experienced an auto accident in Canada on August 10th and died the next day, August 11th at 5:00 A.M. This gentleman assisted me in certain facets of communication and financial affairs relating to my Canadian case while here in the USA. The auto used in this accident was borrowed by this gentleman from his father in Canada, while he was vacationing in Canada with his American female companion. The circumstances of the accident, the American woman's post accident information together with the unusual rapid insurance settlement in Quebec, and the hasty scrapping of the damaged auto, again is all highly suspect!
The significance of the day and time of death cited above relates to the chronology of your letter, as noted at the beginning of this correspondence! It would appear that certain "links or tie-ins" could exist between your agency, other USA agencies, and the Federal Canadian and/or the Quebec Provincial Governments and could be prejudicial to my interests, safety, and well being.
I appeal to your good offices for any further directions in the resolution of my situation. Should you know of any additional information from any other agencies, such as the State Department, to resolve my situation please advise.
Mr. Ister, please accept my sincere thanks for your attention to my situation. Also kindly convey my thanks and gratitude to the persons in your office who assisted and received me in your offices this past July 15th.

I never receive any confirmation after the case was refereed to them and that, since I was advise by Mr. Sennet: from the FBI, AFTER THE MEETING, ON JULY 1997, HE HAD WHIT the US State Department; "THEY WERE SUPPOSE TO CONTACT ME, BUT THEY NEVER DID FOR ALMOST 5 YEARS NOW".

CHRONOLOGY OF EVENTS FROM JULY 1997 TO OCTOBER 16, 1998The following commentary will attempt the describe a chronology of events in my crusade, to seek justice and personal safety, here in the United States. While this presentation relates to the past sixteen months or so, please keep in mind that my saga has taken the past 20 years (eight years in the USA) to achieve freedom.
August 1997
Three weeks after a meeting occurred in Washington, I called Sennett and he informed me he was really surprised no one from Washington called me, in as much as the FBI. had already transferred my case to Washington. On this occasion I advised him nobody called me or forwarded me any information and I still need a lawyer to help me.
The reason I ask for assistance is to commence processing a civil law suit in the USA for me to recover my credibility (mental, business, character). That was destroyed by the C.T.R.S.M. (Montreal South Shore Transportation Commission), the F.T.Q. UNION, (Quebec Worker Federation. There was also a cover-up by criminal element(s) with in the Federal Canadian and Quebec Provincial Governments.
This damaging information on me was sent to my mortgage firm to affect my financial credibility and also to my lawyer representing me on a local traffic incident. By virtue of this Canadian and international intrigue, I am considered on a full mental disability pension in the USA. By regaining my credibility I will be able to obtain work, seek USA citizenship, and normalize my life in the USA with all of my human and civil rights restored.
Mr. John Sennett was informed the FBI was going to assist me obtain a lawyer.
September 1997
My mother passed away in Quebec on September 3rd.
October 1997
A family friend in Connecticut attempted to locate a lawyer for me. I also called Sennett of the FBI to request his authorization and the name of a lawyer to represent me. Kindly note the attorney from Connecticut contacted some person in Washington for his advice. I refer you to January 1998 for a description concerning some bizarre event in relation with this lawyer.
Sennett confirmed I could use his name for reference in my case but advised me he is still searching for a lawyer. Sennett also advised me he can not decide anything by himself and needs to have his supervisor's approval. I commented I understand and agreed with him. By this information I believe Mr. Sennett will try everything he can to help me but some other authorities in Washington apparently stopped him. He refused to comment further, I do not know why.
January 1998
Another bizarre event happened. This was in relation with the lawyer contacted by a family friend, from Connecticut, in October 1997 to represent me, and a firm of lawyers from California related by some other relationship to the lawyers with Washington. The lawyers in California told me an e-mail message from a "Cesare M. Danova" was sent erroneously to me. Refer to the e-mail message I received on January 13, 1998, attached to this chronology. This was during the same period that some events occurred in Quebec. All of this information was faxed to Sennett in March 1998.
February 1998
I informed the FBI of these events and they can not give me any advice concerning these events. I decided to go public with this information on February 17, 1998, to protect from possible criminal actions against my family, my friends, and myself again. Some criminal action could be taken by the Quebec Provincial Government, the Canadian Government, or some of their criminal associations as they had previously done.
I faxed and/or e-mailed all this information to the FBI and to all the Canadian Government’s deputies and senators; the Quebec Provincial Government’s deputies; and advised them if they wished to know more, to contact the USA Department of Justice. These documents involve the security of some Canadian nationals who helped me and could be victims of criminal action made by the Canadian Federal and Quebec Provincial Governments.
Certain people specifically identified in these documents were involved in certain dramatic events during the summer of 1998. Refer to my letter to the United States Commission on Civil Rights, dated October 14, 1998.
March 1998
The day following my effort to e-mail and fax my documents, the Quebec Government Chief of Opposition and the Quebec Premier shut down the Independent Elections. The next day I received an e-mail message from the Quebec Minister of Justice advising me he wishes to contact me privately.
I sent a fax to Mr. Sennett at the FBI and questioned why I haven’t received his answer. Also, if he wants to contact the Quebec Minister of Justice he can do that but I do not wish to speak personally to the Justice Minister. Furthermore, Sennett can determine from this fax that I need an attorney to represent me for an USA civil law suit. His response was that he is still searching for a lawyer to represent me. This civil law suit is in regard to the medical documents from the Quebec Government, the pension plan and the S.S.O. life insurance.
On this occasion, in March, I asked Mr. Sennett if he was agreeable that I send a fax to the USA Department of State, to the personal attention of Mrs. Madeleine Albright. My reasoning being Mrs. Albright had an official visit planned to Canada and some private meetings with the Canadian Government and some provincial government delegations including the Quebec Government.
Mr. Sennett’s reply was it was not necessary as Mrs. Albright was already informed of my case.
April 1998
I started my technical schooling again.
I called Mr. Sennett at the FBI to inform him I intend to come and see him in Washington, if he would be so kind he can arrange a meeting for me with his supervisor, regarding my need for legal assistance and to meet the people who have handled my case this past year. I would call him when I arrive for the appointment, fearing for my personal safety. My expense for this trip and for the meeting was about two thousand dollars (USA).
I was hopeful the FBI’s assistance would enable me to recover my civil and human rights, be able to apply for USA citizenship, allow me to obtain employment and also try to discredit the damage to my reputation caused by the Canadian Governments.
If I am unable to succeed on this trip, I will contact the United States Commission on Civil Rights in Washington for further assistance.
June 1998
I finished my technical schoolwork on June 6th, repaired my auto over the next two weeks, at a cost to me of $1,500. This enabled me to make the trip to Vermont, Connecticut, New York and Washington to meet the USA authorities and give my accounting on my medical story. This trip gave me an occasion to understand some of the nonsense of the FBI action. I lost two weeks and possibly more time trying to see Mr. Sennett and his FBI Director.
When I was in Connecticut on June 29th I obtain a tentative appointment for a meeting the following week, on July 3rd. Mr. Sennett cautioned I needed to confirm the meeting with him by calling him on Wednesday, July 1st.
July 1998
I called Mr. Sennett on Wednesday, July 1st, he wasn't available, and I asked to speak to his Chief Director, Mr. M. Clancy. My call was transferred to Mr. Clancy and he gave me an appointment for Monday, July 6th at 10 am at the FBI office in Albany, New York. When I arrived at 9:30 am for my appointment I gave Sennett two copies of my documents, one copy for himself and one copy for Mr. Clancy. Mr. Sennett advised me we can't have this meeting because his chief director Mr. Clancy was busy with somebody else in his office. He will report our meeting to Clancy and suggested calling him again to rearrange the meeting for Monday, July 13th. I told him to give me three hours notice for my travel time prior to the meeting.
He suggested we meet midway between our places and confirm an acceptable meeting place. I asked him if he wanted to inform the CIA, who had my case since November 1986, when I meet them in the New Haven FBI office. He was agreeable to that; we had a 10-minute meeting in the reception area at the mobile canteen, outside the secured area for the FBI staff.
Thursday, July 9th, I asked my friend, where I was living, to call Mr. Sennett to confirm my Monday, July 13th meeting. I mentioned to him, before he calls Sennett, I need to go to Washington next week. I was running short of money and did not want to borrow more money because I felt something was wrong. It appeared to me the FBI was delaying and “stalling” the process and they knew I was on a very limited budget. My feeling was the FBI did not want any further meetings with me and wanted me to confine my contacts only with Mr. Sennett. Why the FBI appeared to be acting in this manner, I do not know.
My friend’s conversation with Sennett was very confused, misleading, and led him to believe the State Department was not the best place to visit.
Mr. Sennett advised my friend I could not have a meeting on next Monday, July 13th however we could meet on July 20th or July 27th. My friend felt we should cancel further meetings.
Keep in mind the accident of Mr. Bellefleur, in Quebec, which occurred on July 30th.
Apparently, the misunderstanding of the actual identification of the persons involved relates, in part, to a language barrier between the persons contacted and myself. Mr. Sennett had used this excuse before in his previous conversations over the past two years and in my experience over the past 12 years! After all the expenses and preparations I had for this meeting with the FBI, I realized that I was dealing in nonsense with the efforts of the FBI.
I think by now it would have been enough time for the FBI and the CIA, if they expected to get involved, to help me and close this case and stabilize my life in the USA. It has been seven years I have been here in the USA and 12 years since they were informed of this case and the criminal involvement by the Canadian Federal and Quebec Provincial Governments.
August 1998
I received a letter from Mr. Frederick D. Ister of the United States Commission on Civil Rights, dated August 7th, acknowledging receipt of same on August 13th. In that correspondence Mr. Ister indicated he was referring my case to a Mr. Eric Kunsman. Mr. Kunsman is Director of Canadian Affairs for the U.S. Department of State.
Note the vehicle accident of August 10th in Quebec, as reported in a letter to Mr. Frederick D. Ister of the United States Commission on Civil Rights, dated October 14, 1998.
October 1998
I have forwarded a letter, dated October 16th to Mr. Frederick D. Ister, Assistant Staff Director of the Office of Civil Rights Evaluation of the United States Commission on Civil Rights, responding to his August 7th letter and also describing my situation.
So far all the events described in these documents have not influenced the FBI or the CIA to take action. Nor has the recent referral to the State Department by the Commission on Civil Rights has generated any response. I feel it is long overdue that some agency of the United States Federal Government come forward and resolve this situation.

This information document, concerning the Smart Bus, was given by Mr. Ed Clancy (VOCATIONAL TECHNICAL Inst. (VOTEC)) Electrical teacher gave after recognizing the electronic development I had made in 1976-1977.
I identified this person, who had help me and my family to integrate my new life statue in USA since the beginning in 1991.
This person died from illness and, I express here to the family my respected condolence for this great man, who had given so much in his life.
He had a dream he had talk to me to help an other group of people, well I had primmest to him, he will be able, with the organization ACILR-CDRIL to assisted to his realization and I still believe it will be realizable with the assistance of his family soon.
