The

A patent in telecommunication with a state
of art formula for the profitability of the commissions of transportation
which allows a new financial contribution to the public and para public
organizations. It also allows a participation of the various levels of
employees to a profitable management of the companies while supporting
by its social and public structure to hire handicap people in these work
environment.
The deficits of the public and Para public
organizations will be decreased so much by the acquisition of certain products
at a preferential price. First, by their participation in the profit of
manufacture of the same products, second, by their participation in the
working relationships resulting of a participation from the employer in
a local programs
A reference organization was created with the
goal to motivate the innovating employees by its studies and its tips,
while bringing to their initiatives a moral and/or financial support.
Employees of the charitable and public organizations
to which the formula of participation is addressed are sensitized with
the problems of the handicapped people. The financial aide they received
when they are hire where is possible and desirable would have the advantage
to create a favorable climate to their insertion in a work environment
while maintaining a low cost price of the products and services provided
to the public organizations and to their employees.
The incomes from the exploitation of the patents
at the international level will be used to help the public organizations
to become more profitable and to put in circulation the necessary funds
to launch local programs and the .expansion of trade companies, with the
financing of a private research center and the maintenance of an organization
of reference and an association in international matter.

INTERPRETATION
OF THE LOGO ACILR-CDRIL
The word ACILR-C.D.R.I.L, indicates the expansion of the organization
which target the local and international level. The meaning of the English
word ACILR and French word CDRIL is easy to understand. It describes the
private organization which was created from whom nobody at the present
time holds any shares of any kind. I currently supports the expenses
of the recording of this company, No 98667.
At this point, I must continue with the explanation of the logos
which differ only by the color.
The close link of the technique and the organization has to be explain.
For the organization to be able to start, it must have a real possibility
of profitability, it is why I give all my rights connected to the development
of my invention.
The right-left hand side shows on what the organization is based
for its formation
The system of profitability of the public organizations of Quebec
which is supported directly by the public organizations and the employers
who because of their participation of the expansion of their activity,
can receive a direct financing from the private companies .

The project on which the author has worked for already four (4) years
is based, in its structures, on the development of a patent in telecommunication.

SCHEMA
A state-of art program that allows a profitability of the Commissions
of transportation of Quebec. This project falls under the context of a
work environment of Quebec creating a new contribution with urban transportation
in Quebec. This project help to reduce the dependence of the government
of the municipalities and of the users to the deficit of the Commission
of transportation.
It gives to the public employees, para-public services and non-lucrative
companies, the possibility of to contribute personally and to participate
to the management of a profitable company. The employees of the Commissions
and Corporations of transportation of Quebec could be the first to take
advantage by the development of a pilot project within the framework from
the CTRSM.
Because the worker has the understanding of his consumer 's role
and of his employer's, he takes for granted that its personal suppliers
and those of his employer carry out profits of the sale of consumption's
products. By this fact, it would normally wish to take the changing of
a certain number of these suppliers by a participation in one or more companies
for which the responsibility and the available profits would be shared
between the workers and their associates; the employer and the outside
shareholders.
By the social and public character of their work environment, the
workers are more aware of the problems of handicapped people. The project
aims at the establishment of new companies among other things to help them
in their recruiting job of those people, and allow them to have the
right as the other workers

The financial aide that the handicapped person received when she or
he is hired (where is possible) would have the advantage of creating a
favorable climate to its insertion in a work environment and to maintain
a preferential and competitive cost price of the products or services provided
to the public organization and to its employees.
The worker while improving his social condition discovers a new interest:
its participation in a profitable company. The participation of the employer
involves an improvement of the working relationships. The participation
of the organizations of transportation in the division of the profits attenuates
the quota which the land taxpayers of the cities served by those must provide.
The project while creating a new form of local, regional and provincial
investment, supports the creation of jobs on a provincial scale.
Part of the profits of the sale of an international tool which will
be manufacture in Quebec and which will serve the transportation in general,
will finance the development of the profitable projects, among other things,
like the industrial restoration, the physical and psychic conditioning
and also the processing of the waste.
A franchise in industrial restoration, will have an industrial mobile
canteen serving hot meals. The adaptation of the auto-parcs into attraction
parks for the entertainment for evening and weekends will be able to incorporate
a service of bar-restaurant with the same franchise than the canteens.

An industry of recovery of waste connected to the current network of
collection of the domestic waste of the cities, will make a massive separation
and will direct the raw materials toward other industries of recycling,
recovery, and complete elimination.
With these two projects, the creation of centers of physical training
and mental relieving stress is added bases on the biofeed-back. These places
will be shared between employer of public administration such municipalities,
hospitals, learning centers and the Commissions of transportation.
The profits generated by these projects will be reinvested under
the monitoring of a board of directors made of employees of the Commission
of transportation and the organization which will be part of the installation
of the administrative and financial structures.
A plan of organization and structure was elaborate. An organization
of reference (ACILR-CDRIL: the board of the Administration for International
and Local Reference ) was created (see schema:
logo,
explanation
of the logo, the
diagram of the organization). This organism around
which a number of innovating P.M.E will resolve, will offer a certain number
of professional services. Several of small companies would have advantage
to be equipped permanently and collectively by those services.
The services provided by C.D.R.I.L. will be a technical, commercial,
administrative and financial nature (see appendices IV).

The Organization C.D.R.I.L. includes a board of administrators. Members
of the board are Marcel Fafard, CEO of the C.T.R.S.M., Ronald Blake,
administrative and financial director of the I.A.T.A., Denis Tremblay,
industrial relations director of the C.T.R.S.M., Dave Skelton, administrative
and financial director of Sagesser Plastic, Serge Morel and Mrs. Monique
Morel, initiator of the projects and holder of the patent.
The purpose is to motivate the employees by its studies and its tips,
to give them a moral and/or financial support, to control all the reinvestments
of the profits of the participating companies or organizations in order
to decrease the risks at the time of decisions of exploitation or expansion.
It will be assisted in the development of its policies by an international
association which will be made of a representative of C.D.R.I.L., a representative
of the group of the participating companies, an administrative person in
charge for the funds of investment, an elected member representing the
presidents of associations of employees and of a representative of the
participating public organizations.

The bases of the financial structure were thrown to illustrate the source
and the use of the various incomes. These incomes are at the beginning,
either the incomes of patents, or the incomes of companies exploiting various
patents, licenses and franchises, or of royalties rising from the use of
patents by a third person .
According to the plan of development, the incomes will go to :
1° the profitability of public organizations
2° the launching of local programs of these employees
3° the profit of the participating employees of public organization
4° the creation of funds to launch companies
5° the financing of a private research center
6° the maintenance of a expansion fund to reinvest
7° the profit of C.D.R.I.L.

For the government of Quebec, this allows, without incurring expenses
of participation other than those which it grants already, to create a
new form of local, regional and provincial investment; supporting of this
fact the creation of jobs on a provincial scale. In addition, this project
will allow, by an auxiliary research in telecommunication for the resources
allotted to the transport to become more profitable, to reduce the contribution
of public funds to the construction of road, railway, harbor and airport
installations.

Obstructions
of the project
One of the first obstruction, and probably the most important, will
be the union organization which will see a change in their role
because of the workers owners formation.
However, those are already aware of this change. Read the article
published in the Press of October 14, 1980.
Gilbert Terrab, professor in administrative sciences of the university
from Quebec in Montreal, Jean-Guy Frenette, economist who presides the
board of directors Tricofil, and the FTQ, Jean-Paul Hétu, vice-president
of the CSN spoke about the new forms of work organization which must be
considered within the framework of a new social pact having for objective
to live the industrial democracy, i.e., the participation of the workers
in the profit and the decisions concerned with their work.

There are also the multinational companies which will be against because

This Project, by social and financial repercussions, meets two (2) needs
; the reduction in the deficits of the commissions of transportation and
other public organizations as well as a desire of the employees at all
levels to take part directly in the management of profitable companies.
By this Formula, the Commissions of transportation will be able to
receive a profit on the sale of products which they encouraged by their
participation in research, manufacture and the setting of the market.
