Dear Senator Mack,

The documents enclosed herewith contain sensitive data that substantiates my claims against the Canadian Federal and all of the Canadian Provincial Governments.  Your examination of this material will reveal alleged murder attempts and death threats against my family members, my friends and colleagues, and me.

During my employment tenure with the Montreal South Shore Transit Society (MSSTS), formerly the Transit Commission (MSSTC), certain unique electronic concepts were initiated and developed by a personal colleague, not employed by the MSSTC, and myself

Additionally, your review of these documents win alert you to alleged attempts of theft of certain patentable and copyright ideas of mine. The copyright idea relates to a lease financing arrangment for government vehicles in Montreal an automatic government public transportation financing arrangement in Quebec, Canada.

Further complications regarding my personal well-being and safety for my family and colleagues have also become an international concern, with respect to the electronic concepts.  Other countries; France, Japan, Russia, and the United States have been involved.

I appeal to your good offices for any further direction in the resolution of my situation.  I will await your expeditious reply to this urgent appeal.

SUMMARY

While working as a bus driver for the Montreal South Shore Transit Commission (MSSTC) Authority in 1977, 1 had a "brainstorm" which I presented to my immediate supervisors.  After several meetings with the International Air Transport Association (IATA), the IATA was receptive to these ideas and their potential benefits.  The MSSTC, in July 1980, then transferred me as a researcher to a newly formed position of responsibility.  In this new capacity I could get the assistance I needed to properly present my projects.  These concepts included one copyright financing item and one patentable electronic idea.  These concepts were to be developed further under a new corporation, titled the "Administration Council for International and Local Reference" (ACILR), created under the Canada Business Corporation Act, dated July 9, 1980 (Refer to figure no. 7).

I signed an agreement on July 11, 1980 as the sole initiator of these concepts for the ACILR.  The agreement stated that I personally held the copyright and patent concepts for the ACILR.  The agreement was witnessed by Mr. Marcel Fafard MSSTC, President Director-General (PD-G), Mr. Denis Tremblay MSSTC Director of Industrial Relations, and Mr. Ronald Blake the IATA Montreal Head of Administration and Finance. (Refer to figure no. 9).

On December 9, 1980, two of the MSSTC Couticil-Mayors; President Andre Bourbeau and Mr. Jean Guy Parent by motion, second, and with full council vote approval disclosed the heretofore confidential patent and copyright concepts at a public council meeting.  No authorization for this action was obtained from any other entity, ACLIR, or me!  Refer to figure nos. 8, 11, 11a, 11b, 11c, 11d, 11e, 13, 14, 15, 16, 17, 18.

October 1981, Mr. Jean Guy Parent, now the new MSSTC Council-Mayor president awarded a contract to a Mr. Maurice Rousseau, an engineer with Expert Electronic and Communication Enterprise, Inc. (EE&CE).  This contract was for a six-month study only, based on competitive bids solicited by the MS STC, for electronic systems "remarkably identical" to that developed by me for the ACILR.

On April 23, 1982, Mr. Jean Guy Parent, again, disclosed the electronic information at a public meeting, the same system chosen after the six-month study by EE&CE.  EE&CE recommended a contract be awarded to the WR Inc. (WR), a new company to construct this system using my concepts developed at ACILR.  This new firm, WR, reportedly had "close ties" to certain officials with the Quebec Provincial Government and was allegedly only a "cover-up" company.  WR, a firm of short duration, filed for bankruptcy some time in 1984.

On May 11, 1982, the Marconi Company filed a lawsuit against the MSSTC with allegations of an "illegal" award of MSSTC's contract to the WR firm.  I was unaware in 1982 that this litigation had been settled and learned of a settlement occurring in 1998.

This WR electronic system was recommended by EE&CE, after the C$40,000.00 "alleged" study, with the understanding the system was to be fully operational by January 1983.  WR was to be financially endorsed by the MSSTC, subsidized by the Quebec Provincial Government with funds from the Canadian Federal Bank of Development.  At that time, Mr. Claude Boivert, MSSTC interim PD-G, with supervision by Mr. Jean Guy Parent the MSSTC Council Mayor PD-G (multiple positions, a most unusual arrangement) interceded.  Apparently they "provided the decision making" on behalf of the Quebec Government and the MSSTC.

On March 17, 1983, I met with the new MSSTC PD-G, Mr. Molini, to attempt settlement of my lawsuit against the MSSTC, regarding the electronic systems concept.  Mr. Molini had 'ust returned from France accompanied by Mr. Jean Guy Parent, the person responsible for the WR contract. This travel to France by these two men was to familiarize Mr. Molini, the new MSSTC's PD-G, of what development work had been done for the French Public Bus Transportation regarding use of this electronic system.  Refer to figure no.2.

The MSSTC Radio Tele-Communication System was by ACLIR around air Apple computer system, developed with an Apple II computer system, the identical concepts used to develop a French computer assisted system for the French Public Transportation in 1982-3.  Refer to figure nos. 1, 2, 3, 4 for the MSSTC and figure nos. 5, 6 for the French version.  The system developed in France is an identical copy of the one developed for the MSSTC by WR.Inc.  Messrs.  Parent and Molini, both of the MSSTC council, had both of by April 23, 1982.  This development represents the "pre-production prototype" of the ACILR Technology as shown in figure nos. 1, 2, 3, 4.  These pictures were taken at the MSSTC St. Hubert, Quebec, Canada dispatch center.  The one made in France in figure nos. 5, 6, represents the "production prototype" in figure nos. 2 and 18 for the time development chart, as described in the Fourth ACILR transcript, figure nos. 12,13,14,15,16,17,18.

On January 10, 1984, lawyers for the Quebec Provincial Government and the MSSTC, under the direction of the Quebec PQ Party, a political party, offered me C$135, 000.00 if I would cease and desist with my claims.  I responded negatively. (See Summary page 27, Figure 11e).

In January 1985, I informed the Quebec Minister of Justice, Mr. Pierre Marc Johnson, of the existence of the French version, "Alex", of the ACILR technology.  A former IATA engineer who was familiar with my ACILR technology identified this system in France.  The Quebec Provincial Government purchased at C$35,000 for each French computer system.  This equipment, Alex 20, was later evaluated at a maximum Of C$5,000 each, by certain knowledgeable persons with the Quebec school commission familiar with this type of computer equipment.  This excessive financing was apparently done to "cover development costs" in Quebec and in France.

In June 1985, I prepared a new document in which I inserted the ACILR four-document deposition to the MSSTC commissioners.  This document was to replace the misplaced copy missing in the Montreal Canadian Superior Court.  I was unable to deposit it into the court records so I submitted one copy to my attorney Mr. Proulx, mailed one copy to the GRC of the Royal Canadian Mounted Police (RCMP) and one copy to the Quebec Provincial Police, to the attention of the Economic Fraud Department.

On September 7, 1985, I was discharged from employment and declared with a full mental disability by the MSSTC medical offices, during Mr. Jean Guy Parent's term as MSSTC president.  Mr. Parent earlier later in September was appointed, without any election, as the new Quebec Industrial Economic Expansion Minister.  The former Quebec Minister of Justice, Mr. Pierre Marc Johnson, would now be the new Quebec Premier.  During this first week in office in this new position Mr. Parent made another trip to France.

On September 18, 1987, I obtained a copyright on the transcripts for my ACILR Concept.  The Canadian copyright certification of registration, number 276453, is for the embryonic Global Positioning System (GPS).  Refer to figure no 10.

In May 1988, the MSSTC lawyer challenged the existence of this copyright document.  It was deposed at the Quebec Police Commission, in the court case no. 500-05-16630-814 dated November 20, 1981, and at the Quebec Police Commission and disappeared later in court.  The attorney stated in 1988 "it existed only in my head." By these injurious acts to me, they obtained a Lapsing Request (a successful attempt to reject the case) for this referenced court case.

The 13-month startup to the start of the "Prototype of Production" for the ACILR GPS, in the time development chart (figure no. 18) and the ACILR organization and structure, was acknowledged and accepted.  That development work enabled WR to receive funding from the Federal Bank for Development (FBD), rather than normally from the Quebec Government.  WR Inc., a private firm, and created as a "cover up" in with Quebec "close ties" to the Quebec Government, had an affiliate in Vancouver, Canada.

And what is most surprising is that:

First. the MSSTC spent over a million dollars to develop a system to efficiently handle public transportation only to purchase three systems, without any of these systems operating to date!  The French company developed a supposedly patented system.  Refer to figure nos. 6, 7, 8, 9, 10, 11. or look the

Second, during 1983 to 1994, the Canadian Government announced they had made many developments regarding the application of GPS.  Strangely, nobody has had been informed as to how, who, where these systems were created.  The GPS system in the "real world" is actually a Global Localization System (GLS) utilizing GLS by Radio Telecommunication.

The GPS or GLS systems incorporate three basic considerations: the localization, the communication, and a radio telecommunication control.

A) The localization, by triangulation, contains a means for constantly communicating from multiple transmitters to receivers that are equipped with a visual indicator.

B) This system can use radio telemetering, cable television, and/or satellite radio communication, as described in the documents previously disclosed, by unauthorized sources from the MSSTC.

C) The Canadian Mapping Defense Agency (MDA) developed the GLS for one application.  The application concerned the positioning of a singular situation site; a house, a town, etc., or the position of a ship at sea.  This agency coined the phrase "GPS."

D) The Canadian Federal Government developed their concept of the Canadian Space Reference System (CSRS).

And all this development work was to be followed by:

The Canadian Government initiated the misapplication of GLS and GPS.  The Canadian MDA developed GLS and named it "GPS" for their usage.  The CSRS based their development of GLS on the Canadian World Geodetic System (WGS84) in 1984 which then used the GPS system as a reference.

In 1984, the Federal Governments of both Canada and the United States dealt with this recognition problem and began the implementation of highly accurate GPS networks to better support modem positioning techniques.

For the United States, the GPS system was designed as a dual-use system with the primary purpose of enhancing the effectiveness of U.S. and allied military forces.  The Canadian Government, who developed their GPS with "assistance" from the Quebec Government by means of the ACILR Electronic Global Technique Concepts, obtained this system by clandestine means.  GPS provides a substantial mi advantage and is now being integrated into every facet of the U.S. military operation.

WASHINGTON -- President Clinton  "OPENS DOOR TO COMMERCIAL GPS MARKETS; MOVE COULD ADD 100,000 NEW JOBS TO ECONOMY BY YEAR 2000"

On December 13, 1991, Telesat, a government body in Canada was reorganized and the Federal Government of Canada (Mr. Mulroney, Canadian Premier, a close friend of Mr. René Lévesque), proclaimed a divestiture act.  This act provided the mechanism for the government to sell its 53% interest in Telesat, which was a part of the ACILR Technology.

In March 1996, Mr. Clinton announced provisions for the U.S. to enjoy free "no charge" user fees of these GPS systems, on the basis of improved employment opportunities for California.  He also mandated the U.S. Department of State will:

(1) In cooperation with appropriate departments and agencies, consult with foreign governments and other international organizations to assess the feasibility of developing bilateral or multilateral guidelines on the provision and use of GPS services.
(2) Coordinate the interagency review of instructions to U.S. delegations to bilateral consultations and multilateral conferences related to the planning, operation, management, and use of GPS and related augmentation systems.
(3) Coordinate the interagency review of international agreements with foreign governments and international organizations concerning international use of GPS and related augmentation systems.

And the effect of this was the reason we have:

1) The lawsuit between Trimble, a U.S. firm and NovAtel, a Canadian firm concerning patent infringements.

2) Why the State Department's Office of Canadian Affairs refuses to identify who was in charge of my case.

A. Why did the FBI in Albany, NY transfer my case to the State Departrnent's Office of Canadian Affairs in Washington DC in July 1997?

B. Why was I referred, a second time by the Director of the Civil Rights Commission, and also, after the noted criminal action.

C. And why for the third time, now involving Senator Connie Mack's office, I still do not know who at the State Department or wherever, can resolve my basic civil rights, of restoring mv mental integrity and obtaining full employment and U.S. citizenship.

Certain individuals named in these documents colluded to discredit my authorship of these electronic concepts so they could lay claim to the spoils of my inspiration. They not only deprived me of a normal life for my family and me, but they left untold collateral physical and economic damage for my colleagues, my family and me for these many years. The documents referenced herein and enclosed provide ample evidence to warrant further action with a speedy conclusion to resolving my Canadian mental-disability status. It’s this mental disability status that has prevented my employment with benefits that I definitely need for my family

In July 1991, I accepted a political exile status from Canada. All these many years I have labored to resolve this issue as quickly as possible so I may become an American citizen in good standing. All these past years, since 1992, I have been involved in training and work to gain proficiency in air conditioning and electric wiring, both of them are related with many electronic controls. I look forward to being able to be gainfully employed with these skills in this country.

This sad and wearying saga is now approaching twenty years and certainly deserves being resolved expeditiously. I will anxiously await your reassuring comments and, hopefully I pray your recommended action.
