05/30/99 Dear Sir, Those documents are based on events, which have occurred over the past 19 years. I have received death threats and a murder has occurred. The theft of concept ideas of the Global Localization System by Radio Telecommunication GLS, developed criminally by the Quebec and Canadian Government, associated with a copyright of an automatic financing plan for the following public organizations:
1) - The employer Montreal South Shore Transit Commission MSSTC), now identified
as the Montreal South Shore Transit Society MSSTS. The propriety of the Patent and Copyright was publicly identified by the Quebec Commission Police investigator who initiated the Canadian Copyright of these four testimonial documents described below as part of the reference of this document. Canadian, copyright Certification No. 276452, September 18, 1987, made with Quebec Police Commission Investigator Assistant, Mr.Trudel. These four documents, titled "Denunciation/Sumination", were deposited at the Montreal, Quebec Superior Court, the Canadian Police Force: GRC (RCMP-Royal Canadian Police), SQ (Quebec Provincial Police Force), the Longueuil, Quebec Police Force, and also at the U.S. FBI Offices in New Haven, Connecticut and Albany, New York.

encountered in the ACIRL Administration Council for International and Local
Reference (Erench- Conseil D'administration pour Reference International
et Local CDRIL. This document used the progression of events enumerated in the document titled "Report on the Progress and Problems Encountered in the ACIRL Administration Council for International and Local Reference". This document is updated by inserting some precision of new facts, learned after the first redaction and I confirmed come events already described inside this testimony deposited in the different Canadian Courts. This document (Volume 1) is updated and written in English only. Written by: Mr. Serge Morel, First, Registered by his deposition to the court in June 4th, 1985. Dr. Siouffi, made a report.

Dr. Siouffi specified in his report if I refused to receive his treatment of Lithium Carbonate injection and brain electric shock, they could obtain a court order for its application. Mr. Boulerice, a Quebec attorney, advised me to inform my attorney, Mr. Gerard Guay, and a local hospital doctor, Dr. Alain Gauthier of this pending treatment. Medicy could have the court order within one hour. Mr. Boulerice stated if the MSSTC succeeds, we lose you. Dr. Siouffi died ten days before he was to offer his testimony in Grievance Court for my trial with MSSTC. The report in the local press stated they found no apparent reason for Dr. Siouffi's death. He was found dead in his offices, at the age of 32 years with no reason for his demise. The Third Document Title, RAPPORT- REMIS-A- L'IVAC (In English, "Report Given to the Indemnification Criminal Acts Victim", served integrally for 7 hearing days in the Grievance Court. Mr. Yves Morin, a lawyer retained by the workers federation of MSSTC, represented me. This document was also deposited in the Montreal, Quebec Superior Court.

4. With the fourth document titled, "Denunciation/ Summation". This title comes from the court application form reported for a criminal accusation filed with the police court magistrate of the Quebec Superior Court. The filed document number was under Quebec Court in Longueuil, Court Clerk no. SJ-242 (86-12). The following description of these events are needed to understand the relationship of the law offices of LaHaye and Chartrand with this document. This document was written after I personally identified, to Mr. Claude Poirier criminal reporter for a Montreal radio station CKVL, Mr. Terry Wayne Colbume as the murderer of his uncle and aunt in Montreal, on April 28, 1988. This man, under an outstanding Canadian arrest warrant for over two years, was directly related to the murder attempt on the MSSTC bus driver Mr. Jean Deslauriers on July 27, 1985. Mr. Deslauriers wife was shocked to see me as a double to her husband, in my bus driver uniform. I advised Mr. Claude Poirier to contact Mr. Jean Cournoyer, former Workers Minister for the Quebec Government and now an announcer at CKVL to confirm my story. Mr. Poirier asked me to arrange a contact with Mr. Jean Deslauriers, the MSSTC bus driver. Mr. Poirier would call me later to help me with my situation. Mr. Poirier called and referred me to a Mr. La Haye, criminal lawyer with whom I subsequently made an appointment.

At the meeting with Mr. La Haye and his colleague, Mrs. Chartrand, they advised me to prepare a sworn deposition, "Denunciation /Summation", for the Quebec Superior Court. This document should protect me against any lawsuit from the government and private insurance. Their opinion was the court would place this report on "the shelf and the dust will cover it." However, the government will not make any claim, in court, of this criminal fraud pension from the Quebec Pension Plan QPP (French - la Regis des Rentes du Quebec) of the Quebec Government and from the SSQ Mutual life Insurance. Advisor: Mr. La Haye Criminalist Lawyer Deposited on May 19, 1988 with the Chief of the Police Court Magistrate, Mr. Real Brunet. The responsibility of Mr. Real Brunet, Chief of the Police Court Magistrate, was to coordinate and supervise all the court's activity for the Montreal South Shore Quebec Superior Court. Mr. Real Brunet refused to accept the sworn deposition. This illegal act was explained to me, stating he will not be responsible for a public royal investigation commission. Mr. Brunet transferred this MSSTC case to Mr. Patenaude, a Quebec attorney attached to the Longueuil, Quebec Superior Court. Mr. Patenaude directly transferred the MSSTC case to the Provincial Police Force, Department of Economic Fraud. He earlier had transferred the MSSTC case, in July 1987, to the Longueuil Police Force. Sgt. Michel Sauriol of the Longueuil Police Force referred the case to the Quebec Police Commission in Montreal, saying the cost of their investigation would be too much. Mr. Patenaude was informed of my political exile and expressed anxiety concerning the delays I encountered. I wanted to express my thanks and appreciation for what he did in his critical situation to save my life. 5. With the fifth document titled, "A Court Case Summary Report Presentation".
(French - "RAPPORT PRESENTENTIEL" The "RAPPORT PRESENTENTIEL" (In English "A Court Case Summary Report Presentation"). In court, Judge Verdie was informed I prepared the case deposition with a lawyer, Mr. Pierre Rochefort, who was present in this courtroom. After the MSSTC explained and perjured themselves, Judge Verdie asked on May 5, 1991, the first day of hearing, if I could make a summary of all documents deposited for this case.
Determining what time the court would allow me, considering the thousands
of pages of vital material I needed against the MSSTC, the judge permitted
a hearing no later then May 15, 1991.This summary, unbound to facilitate
photocopying, was presented to Judge Verdie on May 13, 1991. At this
document deposition I learned of a judge change. The document was to
be given to a new judge, Judge Dionne, without any further explanation. I
made a bound copy of the first document for the new Judge Dionne. Surprised
again, on May 15, 1991, they had another change in judgeship, now the third
judge was Judge Simon Brassard. Judge Brassard declined his participation
and ruled this case needs to be presented at the Quebec Worker Ministry.

On May 15, 1991, the case was transferred to the Quebec Workplace Ministry. They said if they can do something, they will do it and call us, we don't need to call them. We never heard from them until September 17, 1992. There the case reappeared at the Quebec Workplace Ministry for a second time under action by the Quebec Premier, Mr. Bourassa. Following the above stated treatment and further criminal fraud by the MSSTC, I sent correspondence to a Canadian Federal Justice, Mrs. Kim Campbell on December 11, 1992. Similar correspondence was also sent to all Canadian provincial premiers on the same date. This letter sent to the Quebec Premier Daniel Johnson and as his party head, the Political Party Liberal (PPL) was also referred to Mr. Bourbeau, Work Minister responsible for the Quebec Workplace Ministry.
Mr. Bourbeau, Work Minister was directly related to the MSSTC's criminal
case. The Quebec Workplace Ministry re-transferred the case to the Quebec
Pension Plan to investigate their own criminal actions of pension fraud.

6. With the Sixth Document titled, "ADMINISTRATION OF QUEBEC PENSION PLAN
REVENUES" Reference in this document to the August 1992 statement and contesting report at the Revenue Office of Quebec indicates the financial decision of my fraud pension, which the Quebec pension plan had terminated sometime in August, 1992. Copies of the document, "ADMINISTRATION OF QUEBEC PENSION PLAN REVENUES", were mailed to the following advising them of my case:
The Quebec Pension Plan, on August 14, 1992. In this mailing I informed them of my continued good health, physically and mentally, that I have never been disabled and it was the MSSTS (MSSTC) who, from their head offices, prevented me from working. A Dr. Pelletier endorsed this cessation of work during all these years by tampering with the medical files, at the request of the Corporation Group Sante Medicy, on the order of the MSSTC's Medical Office. Because of my being plead on full mental disability (denied earlier by my own physician), I felt this was reserving of an investigation by the Quebec Pension Plan. An individual with the Quebec Pension Plan approved the payment request three days after it was officially submitted in Montreal. Further documentation is available upon request.

The four provincial premiers of Manitoba, New Brunswick, Ontario, and Quebec, received French versions of this mailing. Two weeks later the other provincial premiers received this mailing, with French and English translations. Because of this mailing I have been held unfairly accountable for the rejection of the "Lack Meech Agreement" by some of the provincial premiers. In August 1992, the Quebec Pension Plan forwarded to my lawyer my prior year's pension payments. This was four days after the plan received my 27 page document, the 6 th Document. By phone conversation, my attorney learned from the plan people, "I was lucky to receive this money and not to expect any explanation". My artomey's comment to me was , "Serge, it is another criminal act against you". On September 17, 1992, Mr. Bourassa was the Quebec Premier and also chief of the Political Party Liberal (PPL). Through his political attachd, Mrs. Louise Gravel informed me the Premier had transferred my case to the attention of the Worker Income Security and Professional Formation under the Minister, Mr. Bourbeau. The Canadian Justice Minister Mrs. Kim Campbell wrote me a letter on September 28, 1992, through her political council, Mr. Richard Clair. This letter advised me the Quebec Attorney General had the first responsibility of Quebec justice administration and the application of the Canadian criminal code. That was why I answered Clair's letter and sent the 7 th Document (Letter - Document - To - Mrs. Kim Campbell December 11, 1992). Mr. Bourbeau, identified as being involved criminally in the MSSTC case, was the Worker, Income Security and Professional Formation Minister on November 17, 1992. Through his political adviser, Andre Fortin, Mr. Bourbeau advised me, by mail, he had transfeffed the case to the Quebec Pension Plan. 7. With the Seventh Document titled: "THE LETTER-DOCUMENT-TO-MRS.
KIM CAMPBELL dated DECEMBER 11, 1992." A copy of this letter was sent to: Mrs. Kim Campbell, the Canadian Justice Minister and the Canadian Attorney General, And to all the Canadian Provincial Premiers. NOTE: The possible investigation by Mrs. Kim Campbell, the new Defense Minister is as noted in the seventh document. By this new appointment, on January 2, 1993 and announced publicly two days later, she probably instituted an investigation without any public permission from Mr. Mulroney, Canadian Premier. A Canadian Justice Minister is required to make a public request of the Premier to investigate any provincial govemment's dealings. A few weeks later, Mr. Mulroney tendered his resignation.

I received a letter from: A- From Mr. Gil Remillard, on February 5, 1993, who was the Quebec Justice Minister and the Quebec Attorney General. Through his political counselor, Mr. Claude Peachy, lawyer sent me a formal letter from the Quebec Government. I replied to this letter on the document titled, "THE REPLY OF THE LETTER FROM MR. GIL REMILLARD," dated May 18, 1993. Nothing was accomplished before this letter exchange and nothing was done afterwards to settle my justice case with the MSSTC. B - On March 15, 1993, I received a letter from Mr. Roy Romanow, Saskatchewan Premier. He confirmed his receipt of the copy of my letter dated December 11, 1992 to the Honorable Kim Campbell. This correspondence indicated a copy was sent to the Saskatchewan Minister of Justice, the Honorable Mr. Robert Mitchell, Q.C. 8. With the eight Document titled "THE- REPLY- OF- THE- LETTER- FROM-
Mr. Gil REMILLARD" Dated on May 18,1993. I reproduce here some excerpts of this document. " To whom it may concern: I must stipulate that in the answer of the letter written by Mr. Claude Peachy, Lawyer Political Counselor for the Cabinet of the Minister of Justice, Attorney General of Quebec and appointed Minister of Canadian Intergovernmental Affairs. I must stipulate that, should an outside personal demand were made for translation, as well as an evaluation on my part concerning the saying of, Minister Mr.Gil Remillard written by his political counselor, I would not in any case have taken any Importance and respect for this... writing. What is identifiable and identified in this letter is the misunderstanding that, I think by the academic qualification of the signer "Lawyer" is voluntary on his part. Mr. Claude Peachy, In the name of the Minister Mr.Gil Remillard and Attorney General of Quebec is bearing his head of the facts. His left-hand sign documents without any relation with what he is reading and his right nand writes without knowing what his left hand has signed as well as his eyes could see. This is due to the fact these three parts are all separated not whole, leaving him an incomplete person. I sympathize with his handicap, and I am allowing myself to understand his handicap to give certain precision in relation with these three independent parts, shown in his text.

9. With the ninth Document titled: "TO- INFORM- THE U.S. JUSTICE-
DEPARTMENT-WASHINGTON." This document reports on a discussion with Mr. Pierre Rochefort, a Montreal lawyer, concerning my case with the MSSTC in Canada. He advised me he has tried everything possible to open this case in the justice court, but the government placed this case at "the end of the filing cabinet." Because Mr. Rochefort has all the information of my MSSTC case he is frightened for himself and I. By this dangerous situation, he advised me to bring this to an "international level", as a last resort! My first attempt was to find a person who can read the French documents of the MSSTC court case. I found a French speaking naturalized American to read these documents. He was so scared he refused to go further and advised me to never identify him with this case. With this background of no success, I decided to prepare a new document of 57 pages and send it to all Canadian Federal and Provincial Deputies and also to four different countries (Canada, France, United Kingdom, and the USA). I reproduced a video made by Radio Canada, now not available, showing how and who, politically and financially, covered this Canadian criminal conspiracy against the Canadian Governments, Federally, Provincially, and the Municipalities. I ceased all my activity for a period of two years, after a Mr. Jean Marchand assured me if I needed help financially or for translation expenses, he would be there for me. Mr. Marchand assured me he would do this for me and for the Canadian people. He assisted in the translation of the above referenced 57 page document sent on December 23, 1996, financed the mailing expenses, some computer expenses, and the preparation of a CD-ROM for my intemet webpage. The document on the Internet web site contains 72 web pages and lists all the public official persons in receipt of this document. Note: - Mr. Jean Marchand died at 5:00 AM on August 11, 1998, in Montreal from a suspicious vehicle accident on August 10, 1998. This accident happened ten days after another vehicle accident in Montreal, at approximately ten miles distant from the other accident. The first suspicious accident happened on July 30, 1998, involving Mr. Claude Bellefleur, my co-presenter of a previous presentation to the Quebec Government, of a patentable, sophisticated, electronic communication system(s). This incident was reported in the 14 documents. Note: Canadian Premier, Mr. Jean Chretien, received correspondence from a Lise Pichette, my translator, concerning my case and the involvement of Mr. P. M. Johnson. Mr. Chretien exhibited no concern for my case and dismissed the matter, following his receipt of my material. I also submitted this information to Mrs. Kim Campbell and Senator Jacques Hebert in May 1993.
Mr. Jean Chretien, after all the information I gave him on May 18, 1993 promoted
Mr. P.M. Johnson, in 1995, and was responsible for the Canadian Economy
Negotiation, at the Economic Summit of the Seven Industrial Countries." The final "link of the chain" was realized when Mr. Jean Chretien, Canadian Premier, from the Canadian Liberal Party, appointed Mr. P. M. Johnson from the Quebec P.Q. Party. A better understanding of it is possible if you refer to the injunction concerning the Quebec Pensions plan, given publicly by Mr. Mulroney during the Federal Provincial meeting of Lake Meech and, the injunction regarding international falsifications of some international documents, without any explanation. Could it be that there's a link between these two injunctions? I would like to refer you to two coincidences, rather disturbing, or at least puzzling. EXPLANATION My answer to many emails received concerning the Canadian election. I am not the one who was the suspect in this 1997 election, I didn't convey these documents to affect the election. This was probably useful for many persons who are concerned for the election. If you take a look at the date, you can see yourself. On December 23, 1996, I advised 91 Canadian deputies and the 14 Canadian federal and provincial justice departments, that my document was going public. On February 19, 1997, on my webpage, the public was able to read the document with all the names and the addresses to whom and where they had been sent. I began my email on the intemet on March 9, 1997. The election was announced at the end of April 1997, at the surprise of every body because Mr. Chretien called for an election one year prior to the end of his term and limited the political election campaign to June 02, 1997, the shortest campaign in Canada's history. At that time hundreds of messages in English and French were sent by email to many universities, Canadian school commissions, to other countries, and many more. On the weekend of May 18, 1997 I sent a letter to many provincial deputies all over the Canada and to federal legal departments. On May 27, 1997 I received email from the web master of the Ontario Government Management Board Secretariat who advised me that he received my message and thanked me for the information. I would like to say you have so many things going on in this Canadian election nobody can tell exactly the real answer about the radical change in this Canadian federal public campaign election.
