I go public with this information because I fear for the safety of my family, my friends, and myself.
Also, to protect my rights from possible criminal actions against me by the Quebec Provincial Government, the Canadian Government, and their criminal associations.

I go public with this information because I fear for the safety of my family, my friends, and myself Also, to protect my rights, from possible criminal actions against me by the Quebec Provincial Government, the Canadian Government, and their criminal associations.

I need to inform every person groups and associations who are interested in my case:

2) I'm not looking for criminal charges against the Canadian or Quebec Provincial government or any individual involved;

3) I just want my civil rights to be protected and to be recompensed for income lost as follows:

A - my health expenses from an automobile accident while in exile in the U.S.A.
I was forced into early settlement because of a cash flow problem created by the falsification of my Quebec Canadian Medical Full Disability Pension and benefit loss due to disability income;

B - for loss of salary and, benefits: This is due to my medical pension falsification;

C - Lost opportunity costs associated with my attempt to be justly compensated with salary, benefits, royalties for my concepts with the ACILR corporation;

D - Lost opportunity costs and expenses due to my flight for safety and exile in the U.S.A.;

E - Lost opportunity costs for the time spent in hiding, which prevented me from pursuing other creative business opportunities;

G - All expenses related to the protection and assertion of my civil rights including legal fees, transportation and lodging, correspondence, phone and postal expenses, and other miscellaneous costs.

Be advised that my attorney will contact the appropriate authorities and persons regarding the civil suits at the appropriate time.

And, if the Canadian authorities want to know which events give the reasons why I produced these documents they have to contact the U.S. authorities involved who have all the information.

In January 1985 MR.PM Johnson was the person in charge of the justice in Quebec. In September 1985 he was Quebec Prime Minister.

NOTE: Update on this document. Mr. PM Johnson was the Justice Minister in January 1985 when Valois was released. Also, he was Quebec Prime Minister in September 1985, when he named Mr. J.G. Parent the Quebec Industrial and Economic Expansion Minister. Between February and September 1985, during his MSSTC Presidency, Parent was associated with three murder attempts at the MSSTC, one criminal bankruptcy attempt by the MSSTC, and one criminal medical manipulation involving the MSSTC.

Note: Here some information concerning how I was informed of some d�velopment of witch by the Dynamite, stealing in Qu�bec Valois was related by a direct Quebec government association at that time was possibly, but today we know, was use in the air India Bombing as demonstrated in the: Valois Canadian political cover-up link and the witness testimony.

P. M. Johnson and Parent were directly and criminally involved with the MSSTC and the QWF Union as I described in my document that was deposited in court.

In February 1985 1 had a murder attempt on my life. An assailant tried to run me off the road, as I described in my document deposited in court, now on the internet.

The car I described (color, mark, tag number) and identified to the St. Hubert police department in Quebec Canada, belonged to a rental car business owned by Mr. Fran�ois Lecompte (a French immigrant) also described in my document deposit in court.

On January 10, 1986 a car loaded with explosives and intercepted by the Montreal police was driven by Mr. Eric Valois who succeeded in escaping. The car rental agency described above also rented this car.

Mr. Eric Valois, who has a dangerous criminal record, was released on parole a year earlier (January 1985).

Note: - It's the same month and year (January 1985) I informed the Quebec Justice Minister, Mr. P. Marc Johnson of the ACILR system French copy. I experienced my first murder attempt. This after, two months the MSSTC reject the third settlement offered they had ask for, and also after I had informed the justice minister of one ACILR technology application already at the MSSTC and now the French copy in France, I received the justice minister's letter dated January 14, 1985.

A few months later, Mr. Eric Valois became the first suspect regarding the June 23, 1985, bombing of Air India flight 182 from Montreal to New Delhi, killing all 329 people on board. The West Vancouver police acting on a tip arrested Mr. Eric Valois in Vancouver in connection with the aborted bomb attack on the Indo-Canadian Times, owned by Tara Singh Hayer. Mr. Hayer was killed in 1988.

Those three Canadian locations (Quebec, Vancouver and Ontario) related to an article where Mr. Eric Valois was at different times, also are identified in my document concerning Mr. Terry Wayne Colburne on Internet at http://home1.gte.net/serg/index.htm

The special relationship between the Quebec Government officials and two private Indian investors are a story in itself! A person, of Indian origin, was involved at North Hartley, a resort facility, where many receptions occurred, and were attended by many ministers and high civil servants from the Quebec and the Federal Government and different countries. This facility, after a criminal investigation, lost more than C$ 100 million and was closed.

A person, also of Indian origin, which invested many millions in Quebec, refused to close on the purchase of my house. The lawyer from the MSSTC tried to force me into bankruptcy in December 1988. This case concerning my house in Quebec is still in the court of appeals after 9 years. Both persons, of Indian origin, were directly involved with the India government.

Note: Update from 1997 concerning the Quebec Appeal courts Judgment. This covers the Canadian, Quebec politic superior court judgment on October 12, 1993 and the MSSTC criminal bankruptcy attempt on me.

In December 1988, at the office of the closing agent during the process of selling my home, I learned the MSSTC, represented by the firm of Mr. Pierre Cimone, lawyer seized the title on my home. This criminal process by the MSSTC was assisted with the notary to bankrupt me.

This action provoked the transaction and the purchaser backed out of the deal on the December 6, 1988. On December 13, 1988, the sheriff advised me the house would be sold on February 28, 1989 at 11 o'clock in the morning at a public auction.

In Quebec Superior Court, the buyer of my home perjured himself and created numerous obstacles to the transaction. On October l2, 1993, the Judge Guy Arseneault released him from his contractual responsibilities. The Quebec Appeals Court in December 1996 confirmed the judgment of Arseneault. This judgment stated in a residential property transaction "you could have anything in your mind and give any reason to cancel a contract and further, signatures on a contract, court testimonies and perjury are meaningless and have no value".

I just want to add a fact related to some criminal events regarding 1988. The year 1988 corresponds with:

The gunning down, in 1988, of the editor in his office (Mr. Tara Singh Hayer the owner of Indo-Canadian Times), two years after the aborted bomb attack involving Mr. Eric Valois in Vancouver BC (1986). The arrests on April 28, 1988 of Mr. Therry Colburne case No 505-01-002295-851, who had traveled to the same place as Mr. Eric Valois Qu6bec, Ontario, and Vancouver.

In 1985, the Montreal Gazette publication reported on 02/13/86 " Colburne was charged with attempted murder, using a firearm to commit an offense, using a firearm with intent to cause injury and pointing a firearm."

Colbume, who was a free man within six days after his trial, by a mistake (?) of the Quebec court system, later killed two persons and received a private trial no observer or jury in 1988.

He supposedly was sentenced to 12 years in prison at the Parthenais detention center, the same place where Mr. Eric Valois "escaped" in 1986.

Mr. Therry Wayne Colburne and Mr. Eric Valois were the most wanted criminal in Quebec, Canada.

They were defended and protected by a lawyer who received the mandates from the Canadian Quebec Government involved in a criminal cover-up. They also were involved in the criminal perjury, on March 1988, of the MSSTC (MSSTC) in court to obtain the Lapsing Request for my case no. 500-05-016630-814.

In March 1988 I requested if the court had found the missing files with my information for the trial. During the hearing, while I was presenting information without my lawyer present, the MSSTC's lawyer rudely interrupted me and stated " I was mentally disabled and the case of the missing files was fiction". The MSSTC's lawyer advised the judge that Mr. Raymond Proulx had already dropped my case (never advising the court) and now worked for Mr. Cimone, the MSSTC lawyer's office. The judge accepted the MSSTC's lawyer explanation and gave his judgment without these missing files.

Later the court's ombudsman found the files in a misplaced box. I described this event in my document on internet.

The MSSTC on June 29th 1988 made a criminally misappropriation of funds C$ 927.50 from my final pay check when I was illegally fired.

The MSSTC in December 1988 tried to force me to file bankruptcy. The notary and the buyer, who refused to close on my house sale transaction, helped them. At the closing my wife and I were the only people who didn't know that. The notary at the meeting gave us information that, the MSSTC had seized my house. On the night of the closing after the notary had suspended the closing date, I arrived home and then received, from the MSSTC, a court order advising us they seized our house...

Conclusion: All these facts added to all the criminal accusations I made, with proof I transmitted at all levels of the Provincials and Federal Governments, support the criminality surrounding the Quebec Provincial and the Federal Government is still active and powerful.

The Valois file

The art of escape comes naturally to Eric Valois. He is wiry in fraine, mercurial in mindset and thinks quickly on his feet.

Valois, 35, is given to risk-taking, improvisation and running away. Be it a police dragnet in downtown Montreal (he bolted into a crowded metro station); a West Vancouver courtroom (he leaped over the prisoner's dock); or in handcuffs aboard a Greek feny (he darted through a porthole, vanishing into the Aegean Sea) he has managed to arrange his own exits.

It is a talent, a vocation, but not the sort of skill that can be typed on a curriculum vita. It follows a crime, becomes a crime, leads to crime.

One of Canada's most wanted fugitives over the past decade, Valois is "of interest" to the RCMP for the Air India investigation, which is probing the deadliest act of terror stemming from Canadian territory. He is sought by. police in Montreal and West Vancouver for escaping custody. Authorities who once held him in the Bahamas, in Reno, in West Palm Beach and on the Greek island of Rhodes don't want him back. There have been escapes worthy of Houdini and foiled attempts, close calls with capture, lucky breaks and unceremonious expulsion. Charges have materialized, gathered dust and expired while the suspect himself has slipped through the cracks.

The crimes themselves appear less spectacular than their author: Valois has been charged with offenses ranging from firearms and explosives to armed robbery and drugs. But the extent of his activities remains murky.

This document was written to inform at the best of my knowledge the American Court of the criminal falsification concerning my medical report from the Quebec Government, the MSSTC (Montreal South Shore Transportation Commission), the QWF Union (Quebec Worker Federation Union), Medisys Health Group Inc. and the Canadian Government. I describe both why and how the Canadian Government was involved in this Canadian Criminal Conspiracy.

This document, because I am not a lawyer, is also written to inform some lawyers who have to determine by this document what form of international lawsuit to bring against the Canadian Government and to inform the U.S. Justice Department. ETC....ETC.....ETC....
