The third Part of this document used the progression of events enumerated in the document title "Report on the Progress and Problems Encountered in the ACIRL Administration Council for International and Local Reference". This document is updated by inserting some precision or some new facts, learned after the first redaction and confirmed some events already described inside this testimony deposited in the different Canadian Courts. This document (Volume 1) is updated and written in English only.

On page 25 is an update of the original document. This update is to understand what was going on in Canada and how they manipulated criminally the ACIILR Electronic Global Technique Concept. I release here some information, which you can see, publicly on my document no 9 and 10 titled: "WebPages To Inform The Justice Department in Washington". 
The first one, Mr. Jean Marchand assisted me whit the redaction and financing in 1996.

On page 29 is an update concerning many unanswered questions, which related to the direct criminal involvement of Marconi Company, the Quebec and Canadian Government and ADRO. 

This alleged involvement was the two suspicious car accidents where Mr. Claude Bellefleur received serious injuries and Mr. Jean Marchand died. These events were reported in my document 13, described on pages 20, 21. On these pages you can learn why the Marconi Company was identified and why this company was directly involved with two suspicious events reported to the U.S. public authorities. Refer to the 13th Document, pages 20 and 21, to learn the significance of my allegations on these two events.

On page 34, you can identify the relationship between the development (1982 to 1984) by the WR Inc. and the Marconi lawsuit against the MSSTC on May 11, 1982.

These two years 1984 and 1992 were described by the Canadian Government in their publication "The history of a world first".  In that publication, it described the partnership entered into by the Canadian & U.S. governments, for this international exchange technology.

The copies of the ACHR Electronic Global Technique Concept development are below.  Also, vou can see the development between the year 1984 and 1992:

1984.  Imperial Oil becomes the first Canadian business with a private network for inter-branch communications via satellite, (probably with an Apple H computer), from the original copy of
the MSSTCs ACLIR project.

1992.  Telesat emerges as the largest operator of interactive Very Small Aperture Terminal (VSAT) systems in Canada.

NOTE: This update to the document was to point out, again, the how, when and where.  I made a reference of the ACILR Time Development Chart in the Summary page 6 of this document.

Mr. Bellefleur supervised and presented the technical presentation of the ACILR Radio telecommunication electronic concept to various forums, such as:

The Quebec Industrial Research Center, the Quebec premier and provincial ministers, the IATA, and the MSSTC principals.

NOTE: I want to remind the reader that Mr. Claude Bellefleur was the person involved in the first of the two suspicious car accidents where he received serious injuries. Mr. Jean Marchand, in the second of car accidents, died.

34 - Mr. Robert Clavel, Engineer, was the Montreal Head of the Industrial Electronic Instrumentation Department (Research and Development) for the Quebec Industrial Research Center (QIRC). He is also the supervisor of Mr. Claude Bellefleur.  He protected Mr. Bellefleur in August 1983 by hiring him as a consultant and later as a contractor for the QIRC. Mr. Bellefleur on May 10, 1983, was a 10 year permanent employee of the QIRC.  Mr.Robert Clavel, Engineer, resigned from the QIRC after Mr.Claude Bellefleur was discharged.

35 - Mr. Marc Pastor was the Montreal Head of the Electronic Digital Controls Department (Research and Development) for the Quebec Industrial Research Center (QIRC).

36 - Mr. Jean Paul Brassard was the Montreal Director for the Innovation and Information (Research and Development) for the Quebec Industrial Research Center (QRIC). He also quit the QIRC.
