He replaced Mr. Andre Bourbeau, Notary, former President of the MSSTC Council's Mayors, elected Liberal Provincial Deputy with his support. In 1985, Mr. Pierre Marc Johnson, the new Quebec Premier, named Parent Deputy Minister without election. 54 - Mr. Leonce Harvey, Chairman of the Board for Gigantic Financial and Real Estate Corporation Canada Ltd., Affiliated with Gigantic S.A. Geneve (Corporated in 1927). He advised me, he was interested to finance for C$ 1 million cash and 10 million in credit, or more if necessary, for the right of using the satellite in an international development for one international application.  This meeting resulted in a letter of commitment dated April 8, 1981 to (60) - Mr. Rene Levesque.

55 - Mr. Jean Marchand, owner of Prestige II Tile & Marble Inc. in U.S., assisted me on certain facets of communication, translation, correction and financial affairs relating to the expenses related with my Canadian case document. I sent, from the USA, with his help this document to all Canadien and Quebec Provincial deputies, to the Canadian Justice Authority in December 1996 and on the web since 1996.  Mr. Jean Marchand was engaged, and his fiance was well known in the Ringling Circus Family. She was also in a deadly suspicious accident and seriously injured, as I reported in the public document sent to the U. S Authority in October 16, 1998.

56 - Mr. Pierre Marc Johnson was Minister of Consumers, Cooperatives and Financial Institutions Quebec Government PPQ. [See appendices (N3) & (N4)] and [See detail of his political and criminal association and implication on the ACILR Case in the document identified in my WebPages document 9, 10]

57 - Mr. Yves Duhaime, Minister of Industry and Commerce Quebec Government PPQ. [See appendices (N3, N4)]

59 - Mr. Pierre Cimone, lawyer, was a close friend of Mr. Jean Guy Parent Mayor of Boucherville MSSTC Council Mayors, and in direct contract with the MSSTC. 60 - Mr. Rene Levesque, was in 1980 the Premier of the Quebec Province and Chief of the PPQ (Political Party Quebecois). After the results of the meeting of November 20,1980, as described on pages 23 and 24, he used his political campaign of December 1980, and announced to the Quebec people a free public transportation. He later retracted his announcement by never talked again concerning this.

(58) - Mr. Real Brais, assistant secretary to the premier, contacted me and prepared the meeting for the Financing International Meeting with (54) - Mr. Leonce Harvey. By letter, Brais informed Levesque his financial interest in the ACRIL Project. Mr. Levesque or his secretary never contacted me again to retain my interest in this offering.

Levesque appointed Mr. Pierre Marc Johnson to different ministerial positions. It was his relationship that created the WR Inc. in Quebec, an affiliate of a company in Vancouver. Levesque through Mr. Parent arranged the participation of the Federal Bank of Development FBD for the MSSTC's radio communication system, for the WR Inc. Levesque created the Quebec Worker Federation Solidarity Fund (QWF-SF) associated with the MSSTC Drivers Union, the QWF Union, by arranging the govemment's financing these funds for C$ 10,000,000.

Levesque subsidized the Quebec School Commission, only if they bought the French computer Excel 20. Each computer was bought for C$ 35, 000. 00.  This computer came, as we know, from the same company who developed the Alex system for the Public Transit Computer Assisted PTCA (French - Transport En Commun Assiste par Ordinateur TECAO) from France in 1982 to 1984. In the same year, the WR Inc. (1982 to 1984) installs a prototype of pre-production and declared bankruptcy in 1984. Many school commissioners evaluated these computers as too old and many times too expensive. Levesque did this after I identified the French system as a replica of mine. This action of mine caused the cancellation of the ACILR Equipment French copy and purchase of the French Excel 20.

NOTE: The MSSTC bought two Radio Communication Systems, one in 1982 and approximately in 1986, but they never were used. A third system was to be purchased for the sum of C$ 700,000 and be operational in 1997. And again, not installed.  In February 1997 my Webpage was inaugurated, and as of March 1999, they still don't have an installed and operating system. I have photos of the prototype for record purposes. The major question is why no further progress was made so the public could judge this work.

Mr. Levesque became involved in certain actions of the MSSTC. The first murder attempt on me, in February 1985, was reported to the Quebec Police Authority. I also reported this incident to Mr. Pierre Marc Johnson, recently appointed as the justice minister. The report of the French ACILR system, and the rejection of the MSSTC by me was also conveyed to Johnson. Three events happened during a two month period; the rejection of my settlement offer in December 1984, the discovery of the French ACILR system in January 1985, and the murder attempt on me, as noted above.

Mr. Levesque aligned his political support with Mr. Mulroney in his campaign for the Federal premier-ship and gained appointments for three of Levesque political cronies in the PPQ. This enabled Messrs.  Boivin, Hennigan and Debelval, as federal appointees for transportation, to realize funding with a contract for C$ 240 million for a system involving the GPS concept.

61 - Mr. Pierre D. Girard, lawyer, who prepared the lawsuit for me of approx. C$ 1.6 million and deposited in court on November 20, 1981 at the Montreal Provincial Quebec Superior Court as case no. 500-05-016630814. (48) - Mr. Bourbeau and (49) - Mr. Jean Guy Parent received this suit. [See detail of their political and criminal association and implication in the ACILR case in the document identified in my WebPages]

The MSSTC settlement with me was to be through "mysterious" sources, according to Mr. Girard, as I reported to Mr. Lang of the GRC (RCMIP). On 01/10/84, Girard informed (70) - Mr. Bourassa (my advisor for seven years) saying " I will never receive a dime from the MSSTC." The third time, on 01/17/84, Girard filed a document ("piece D3") with the Quebec Bar Association stating the C$ 135, 000. offer. I never was able to see this document. After I verbally refused the offer, the bar association invalidated Girard's judgement in 1985. Girard then tried to bankrupt me in July 1985. During June-August 1985, two murder attempts occurred to two MSSTC bus drivers,"Look-a-likes" of me. (For more detail see my web pages and elsewhere in this document).

Later Girard became St-Hubert Mayor and MSSTC Council's Mayor. In February 1989, as St. Hubert mayor, he helped in the establishment of the Canadian Space Agency of the Canadian Space Research who developed the concept "CSRS" (Canadian Spatial Reference System). This system was a copy of ACILR technology produced for the Canadian Government.

62 - Mr. Raymond Proulx, lawyer, replaced Girard as my lawyer on April 30 1985. It was Proulx, who discovered in the Quebec Bar Association judgement, certain entries had been altered. Proulx assumed I was the party to alter this document called Girard to confirm the new dates. These alterations invalidated the judgement!  Accordingly, Proulx was able to negotiate a settlement of legal fees with Girard.

In June 1985, the secretary of Proulx was obligated to deliver a check for my payment of legal fees to Girard. Girard accepted the check as my understanding to terminate our relationship and he stated, if not delivered in one hour, the garnishment action on me would be effective. I later learned Girard was not correct, legally.

In July 1985, I tried to obtain a personal loan. The bank advised me, the MSSTC informed them of the insecurity of my driver's job and the bank then refused to make the loan. With added overtime pay I was able to handle my outstanding expenses until the end of July 1985. This action prevented a bankruptcy attempt by Girard.

Later Mr. Proulx, who never dropped my case in court, now became directly associated with the firm of Mr. Pierre Cimone.

On June 1, 1988, the MSSTC fired me.  In December 1988, assisted by a notary from St-Hubert, where Mr. Girard my former lawyer was now mayor, tried to bankrupt me. Girard was the one who proposed a MSSTC settlement of C$ 135.000.

The title for my property was given to a notary from Chambly Sur Richelieu for the sale transaction. The buyer changed the notary and all the title documents were forwarded to a St. Hubert notary where the mayor was (61) Mr. Girard, without my knowledge. This unknown transfer was highly suspect by me.

At the notary office of the closing agent, during the process of selling my home, I learned the MSSTC, represented by the firm of Cimone lawyers, seized the title on my home. This provoked the transaction and the purchaser backed out of the deal.  On December 13, 1988, the sheriff advised me the house would be sold on February 28, 1989 at 11 o'clock in the morning at a public auction.

Since September 07, 1985, the MSSTC, the Quebec Provincial and the Federal Justice Departments along with the MSSTC Medical Office and the FTQ Union have maintained me on full medical disability pension.

63 - Mr. Rodrigue Biron, in 1981, was the Minister of Industry and Commerce for the Quebec Government PPQ Political Party Quebecois. Mr. Biron's secretary obtained an audience for me with the president of the QIRC. The president of the QIRC, admitted to me he refused to see me for the past two years. [See detail in the document identified (Volume - l - Translation)]

64 - Mr. Claude Chartier, MSSTC's employee, president of the Public and Private Workers and South Shore Resident Association (PPWSSRA), prepared a petition of 252 names for presentation at a public meeting which was noted in the press. All of the MSSTC mayors, requested at this public meeting, did not attend. (See clipping V11a).

81 - Mr. Patenaude, a Quebec prosecution attorney. He referred my case to the Longueuil Police and personally demanded a responsible person from the PPQ Division Quebec Economic Fraud Department. He wanted this appearance in his office, with me present, to institute an investigation on my claims in 1984 and 1986. All of these MSSTC criminal actions had been reported to the Quebec and Federal authorities that made minimal investigations and never issued any reports to me.

82 - Mr. Martin Brian Mulroney, Canadian Premier from 1984 to 1993 and directly identified in my public document as associated with Mr. Rene Levesque. The years 1984 and 1992 were described by the Canadian Government in their publication "The history of a world first" In that publication, it described the partnership entered into by the Canadian & U.S. governments for this technology.

Mr. Rene Levesque, a close friend of Mulroney, supported him for his federal election. Mulroney subsidized the QNW Solidarity Fund (FTQ Solidarity Fund) in 1985 for C$ 20 million. These funds served as financing of the ACILR project.

During Mulroney's administration, on 12/13/91, the Telesat Canada organization (owned by Bell Canada) and the federal government of Canada proclaimed the Divestiture Act.

BCE Inc., the parent firm of Bell Canada owns 100% of Telesat, and through the regulation of the Canadian Radio-Television and Telecommunications Commission controls its Canadian services.
 

Note: The financing arrangement for the ACILR project came from these two sources associated with a third one. The third source was Inno Center a private venture capital firm, which Levesque and P. M. Johnson assisted together with 49-Mr. Jean Guy Parent. Also involved was a Mr. Yves Maurais of the Inno Center whose director was an Industrial Quebec Commissary. See the 1 st Document written in French which was given to the RCMP in 1985.

This Divestiture Act provided the mechanism for the govermment's sale of 53% of the civilian interest to Telesat organization. A conglomerate of communication companies made up the participants, such as; NovAtel Team, Marconi Canada, General Electric Co. of U.K., Northern Telecom Canada, Bell Canada, etc.

Many of these companies had interlocking arrangements between themselves.  Additionally, some of these companies were developing concepts' for certain provincial and federal government regarding space research, mapping and defense operations. This set the stage for further application of the civilian Telesat work. Your attention is referred to the following document on the intemet for added intrigue.

Mr. Mulroney was the Canadian Premier between 1984 to 1993. He resigned his position after I sent the 7th Document, in December 11, 1992, to Mrs. Kim Campbell. She replaced him as acting premier.

By this nomination she didn't need any permission, from Mr. Mulroney, to order an inquiry into the alleged criminal activities of Quebec's Government and his publics, Parapublic organizations and its societies.

Through the Canadian Army she could ask for a non-official investigation if she wanted it. I truly believe this is what she did, and the Justice Department or either Mrs. Campbell never sent any answer to my letter.

In fact, a few weeks later Mr. Mulroney had to resign. More details can be found, along with many proven facts, by the side of my personal web page on Internet. (See the address at the end of this letter)

I started out on this project, talking about my ideas; "Organization and Structure of the ACILR project" and "Technical Concept and Control of Urban Transportation by telecommunications" with;
(1-Mr. Ronald Blake, was in 1980, the Montreal Head of administration and finance For International Air Transport Association (IATA). (See document brief) - appendix (a)
(2-Mr. Jean Guy Raymond inspector for the MSSTC)
(3-Mr.  Fernand Daoust, In charge of hiring new bus drivers for the MSSTC)

These are the 3 people I first talked to regarding the ACILR project (approximately March 1977).

This project was aimed at the feasibility of the drivers' salaries. They encouraged me, since this would reduce 60% the MSSTC's cost of operations.  At this time Mr. Daoust warned me of tremendous obstacles I would face.

After these meetings, I elaborated on the electronic system with the public organizations feasibility system by means of shareholders within the labor force in order to accomplish the above.

I had to take many days of leave without pay. I also had to pay other drivers overtime for doing my work schedule. Following the development of these concepts, I got in touch with Quebec Premier Rene Levesque's secretary, that (4) - Mr. Andre Meunier.

(5) - Mr. Yves Violetti, as a aeronautical advisor in the setting up of a Quebec project, had written on January 12th, 1980 (see appendix b, ba) document brief deposited in court (see appendix (b 1)
Concerning the impact of the project and its possibilities for financing (Newspaper clipping 1).

(4) - Mr. Meunier put me in touch with (6) - Mr. Marcel Fafard. The result was the President's letter (see appendix (b2), along with the permission to go to Toronto on leave without pay in order to find markets for the technical part of the system.

We held the first meeting on April 28, 1980 at the International Air Transport Association (IATA), Montreal Quebec Canada Office, in order to improve our groundwork.

PRESENT AT THE MEETING:

(1) - Mr. Ronald Blake, chair of the meeting and assisted by: (6) - Mr. Marcel Fafard, Engineer, (9) - Mrs. Monique Morel, my wife who was secretary for the ACILR Committee Members, and myself

After this first meeting many lunch meetings were scheduled. These meeting were also chaired by (1) - Mr. Ronald Blake, who had many different persons assisting including:

(7) - Mr. Denis Chaput, Appraiser for Hydro Quebec (Quebec Government) and ACILR Cormnittee Member.
