(25) - Mr. Guertin Beaulieu, Director of MSSTC, Head of the Metropolitan South sections.

At one meeting of the ACILR Committee, the President, Mr. Fafard, asked that I meet with (19) - Mr. Denis Tremblay in order to study the project as a whole, and find out about its interactions and its real possibilities of application.

(5) - Mr.Yves Violetti asked that a Company be formed to enable the MSSTC to deal on the same level. He said the Company would comprise the concept without defining the shareholders: the concept had not clearly been defined nor discussed among the persons implied. (See appendix (f3 & F3a).

The meeting with (19) - Mr. Denis Tremblay, MSSTC' Director; Head of Industrial Relations lasted a whole day.

From that day on, other meetings followed dealing with ways that I could be permitted to put on paper these technical concepts and those of ACILR.  This gave way to my letter to the President, (6) - Mr. Fafard on July 30, 1980, a copy of which was sent to (18) - Mr. Armand Champagne, Director of MSSTC, Chairman for the St-Hubert and Longueuil Division. (See appendix g, g1, and g2: MSSTC lawsuit against (6) - Mr. Fafard)

A copy of the letter was also sent to Mr. Jacques Martel the MSSTC Union President who represent me at that time, but, who was unable to assist me regarding the ACILR Project by the MSSTC administration.

Following those meetings, they decided to hire me as a MSSTC researcher but conserving my private right on all of the Concept ACILR Project, as described in the 11 July 1980 letter. [See appendix (G 4, 5, 6, 7, 8, 9, & 10)]

The MSSTC President asked me to prepare the following two documents and explained everything regarding the Project ACILR and the two Concepts:

A)-the ACILR Electronic Global Technique Concept including the time development chart report presentation.

B)-the Global ACILR Project, Organization and Structure include the Public Financing Plant System, ACILR Concept.

He assigned the following to help me on this writing (17) - Mr. Gilles Roy. Mr. Roy assisted me for the correction of the document written by myself for the MSSTC Commissioners Presentation. [See document brief, appendix 02)]

(17) - Mr. Gilles Roy's help with the granunar technique and administrative text correction of the two Concepts ACILR redaction was really appreciated.  His personnel qualification was C.A., M.B.A., and Former MSSTC's Treasurer.  He was Promote Montreal South Shore Transit Commission MSSTC, Director of the Computer System and procedure. He was also the Head of Special projects such as, Computer Systems (Informative System), Management Information, Urban Transport Planning (Bus Network System), 5-year real Estate Program etc.

(23) - Mr. Rene Hudon, C.A., the MSSTC assistant, aide of (17) - Mr. Gilles Roy Director of MSSTC, also helped me on certain occasions.

(20) - Mr. Pierre Authier, Engineer, Director of MSSTC, Head of Technical Expertise, evaluated in 1980 the Concept Technique ACILR as being futurist.  He said this technology was 50 years ahead of its time.
(24) - Mrs. Nicole Legault was the MSSTC Metropolitan South section's secretary for (25) - Mr. Guertin Beaulieu.

(25) - Mr. Guertin Beaulieu was the Director of MSSTC, Head of the Metropolitan South sections.

With his permission (24) - Mrs. Nicole Legault assisted me in the typing of Volumes I, I I, I I I and IV and his friend, an industrial designer, was the commercial designer who made the ACILR Electronic Global Technique Concept cardboard presentation in fall 1980. I still have this in my possession.

I asked for some technical assistance from (26) - Mr. Claude Bellefleur Electronic Technician, who was an Industrial research technician from Quebec Industrial Research Center (QIRC) Quebec Government under the supervision of (34) - Mr. Robert Clavel Engineer for the QIRC.

I also asked for payroll advances to offset my basic salary cut by the MSSTC transfer, in order to prepare the written presentation of ACILR Project.  Advances were to be repayable by the Quebec Government as grant financial aid given for the public transport research.

The payroll advances were signed by (16) - Mr. Normand Brunet C.A., was Director of MSSTC, Treasurer.

The work schedule was given to (19) - Mr. Denis Tremblay who was Director of MSSTC, Head of Industrial Relations. He was also an ACILR Director.  Every day worked was recorded and these records are in the possession of the MSSTC. [See document brief-appendix d and h]

NOTE: It should be noted that seven directors from the MSSTC were involved in the subsidies for the ACILR project. All the expenses incurred by the MSSTC were to be covered by Quebec government transport subsidies as a financial grant. This financing source also covered the development and purchase of bicycle racks for busses.

(22) - Mr. Bernard Poirier, the Director of MSSTC, Head of maintenance was also consulted concerning every aspect of vehicle maintenance.

(39) - Mr. Claude Senecal who was the MSSTC Personnel director, St-Hubert section, had already at this time accommodated me with an office in St-Hubert, so I could work on my project during my holidays, prior to my official hiring as a researcher.

During my term as a researcher, I met with (4) - Mr. Andre Meunier and (6) - Mr. Marcel Fafard, on August 28, 1980 concerning the meeting I was to have in Quebec City to start the project. This meeting was to be an evaluation of the pre-writing of the two first Volumes ACILR describing the ACUR Electronic Global Technique Concept [see appendix (i)].

At that meeting I explained the reason why (1) - Mr. Ronald Blake, representation of the International Air Transport Association IATA, could have some interest in managing the ACILR concept and its international implication.  I advised (4) - Mr. Andre Meunier and (6) - Mr. Marcel Fafard of the concerns the Canadian Government who legitimately refused that Canadian transport was controlled by the Quebec Government and politically to secure financially the ACILR Project development against the national and federal politic we need some international investment. See Summary fig. 11 page 15 and fig. 11a to 11e pages 23 to 27 inclusively of this document.

They asked to present both concepts of the ACILR project at the Quebec presentation in November 20, 1980.

This is because the financing for the ACILR Electronic Global Technique Concept development starts automatically by association with the Global ACILR Project (Organization and Structure) concepts by whose profitability can finance all the Quebec Transportation.

After months of hard work (see appendix (H) work schedule), the President (6) - Mr. Marcel Fafard asked me in November 1980, to present my documents (Volumes I, I I, I I I and IV) to the following Commissaries on the November 18, 1980:

(40 - Mr. Bernard Racicot was St-Hubert Mayor, Director of Caisses Populaires Desjardins St-Hubert, President of MSSTC Council Mayors and MSSTC Commissary prior to December 9, 1980),

(41 - Mr. Jacques Filion from St- Lambert City related with the Quebec Government was a MSSTC Commissary),

(42 - Mr. Andre Camaraire from Hydro Quebec was a MSSTC Commissary),

(43 - Mr. Michel Sicotte was Lemoyne City Mayor, MSSTC Commissary).

At this private meeting and at the Commissaries' demand, the documents were given to them on November 11, [see appendix (J) for verbal presentation, and appendix (k) (Volumes I, I I, I I I, IV)], - Mrs. Lucie Dion as Secretary for the Council of Conunissaries received the confidential documents accepted by the Commissaries.

NOTE: 15 - Mrs. Lucie Dion filled the positions of Secretary and Legal Advisor to die management, Secretary for the Council of Commissaries as well as Secretary on the Council of Mayors. She was in a direct conflict of interest with Mr. Marcel Fafard.
 

I was assisted in my presentation by: (17) - Mr. Gilles Roy who later approved the project in writing on November 18, 1980 [see appendix (J1) document brief (J2)], And (19) - Mr. Denis Tremblay.

(19) - Mr. Denis Tremblay had already approved the project by letter to the President (6) - Mr. Marcel Fafard, dated on July 30,1980.

The commissaries answered through (40) - Mr. Bernard Racicot, he MSSTC Council Mayors and MSSTC Commissary before the December 9, 1980.

Note: On December 9, 1980, (40) - Mr. Bernard Racicot had given his resignation as President of the MSSTC Council Mayors and MSSTC Commissary. (Why?) He said for personal reasons.  I assume it's directly related to his approving of the MSSTC President initiative regarding the ACILR Project. (See appendix G 16a, gl7, gl7a, and g17b.)

Racicot's words were reported by (44) - Mrs. Carole Tremblay, official court stenographer, saying that they would wait for the govemment's position since we were to meet with members of the government, on November 20,1980.

Effectively, the secretary of Mr. Landry, who was the Minister of Economic and Development in the Government PQ Party, (45) - Mr. Serge Pare, met with us, on November 20, 1980 (see Appendix m).

The following persons who attended this meeting with me were:

(1) - Mr. Ronald Blake, was the Montreal Head of administration and finance for International Air Transport Association (I.A.T.A.). [See document brief appendix (a)]

(4) - Mr. Andre Meunier was, in April 1980, the Premier Rene Levesque's secretary, Party Quebecois (PQ).  On December 1980 he was to return home, suspended with salary.  Why?  He couldn't give me an answer.

(6) - Mr. Marcel Fafard, Engineer, was the Chairman of the Board for the MSSTC in 1980.

(26) - Mr. Claude Bellefleur Electronic Technician, was an Industrial research technician from Quebec Industrial Research Center (QIRC) Quebec Government under the supervision of Mr. Robert Clavel Engineer for the QIRC) [See no-22h of this list for more information].

(46) - Mr. Ahmed K. Elassal, Engineer, Industrial Development agent, Head of Electrical and electronics products at the Quebec Government Industry, Commerce and tourism Ministry, attached to the Department of industry, Commerce and tourism. On this meeting, November 20, 1980, Elassal asked us if we gave him the authorization to present the project to other people. [See appendix (in), Rough outline of the letter I gave to him.]

At that meeting November 20,1980, we learned from (45) - Mr. Serge Pare that the Concept ACILR Project was considered a government project.

(46) - Mr. Ahmed E. Elassal asked us to authorize his presentation of the project to other people. We accepted (see appendix (M), Rough outline of the letter I gave to him.

Note: - (60) - Mr. Rene Levesque, after this meeting, realized the true possibility of the Global ACILR Project (Organization and Structure) Concept, from which the profitability could finance all of the Quebec transportation costs of the Quebec People at C$ 6 hundred million a year!  For my personal respect of (4) - Mr. Andre Meunier and what he experienced because of his honesty in these events, I explain here some events to understand the dishonesty of (60) - Mr. Rene Levesque's Quebec Premier

(4) - Mr. Andre Meunier was, in April 1980, Premier Rene Levesque's secretary, Party Quebecois (PQ). On December 1980 he returned home and suspended from his duties.

After the last meeting we had with the Quebec Government (45) - Mr. Serge Pare announce to us, in November 20, 1980, that the entire ACILR project Concept is now a government project.

On December 09, 1980, (48) - Mr. Andre Bourbeau stopped the ACILR Project by some criminal accusation against (6) - Mr. Marcel Fafard and myself. It was between the November 20, 1980 and December 09, 1980 when the Quebec Government had politically and financially decided to keep, illegally and criminally, the ACILR Project for themselves and some outside group of businessmen.

To cancel the MSSTC contract of (6) - Mr. Marcel Fafard, the Quebec Government and the MSSTC through (49) - Mr. Jean Guy Parent, negotiated with Mr. Fafard to cancel the contract to with the MSSTC. They gave him C$ 63 thousand with the promise to keep it silent from the press.

The Quebec Government under the direction of the Quebec PQ Party used the same "strings attached" method when the MSSTC, through their lawyers.  Mr. Cimone, and my attorney, Mr. Girard offered me $135, 000.00 on January 17, 1984.  See Summary p 27 fig.  11e

On this page 25 is an update of the original document concerning the involvement of Mr. Pierre Marc Johnson

And the Quebec Government for the case of (56) - Mr. Pierre Marc Johnson, who was directly involved in my case, as I described in this document, was the negotiator for the Hydro-Quebec. (56) - Mr. Pierre Marc Johnson made an offer of C$187,000.00 for another electronic invention with the same "strings attached", the promise to keep silent about the deal in September 14, 1994".  The Engineer, Mr. Jean Claude Tessier, signed the agreement concluding l4 years of research for Hydro Quebec. The Quebec Government owns Hydro Quebec. See Summary Page 23 - fig.  11a, 27-fig.  11e.

On this page 25, is an update at the original document. This update is to understand what was going on in Canada and how they manipulated criminally the ACILR Electronic Global Technique Concept. I release here some information, on my documents no. 9 and 10, titled: "WebPages To Inform The Justice Department in Washington".
The first one, I was assisted by Mr. Jean Marchand for his redaction and financing in 1996.

You can also see the circle was completed with the Quebec Government and the Canadian Government.

The Quebec Government has the control of the MSSTC through the mayor and commissioner. This one comes from the Hydro-Quebec direction or nominated directly by the Quebec Government. The QWF Union received its finance for the QWF Solidarity fiind from the Canadian Government by the Prime Minister (82) - Mr. Mulroney Canadian Conservative Party, and the Quebec Government by the Premier (60) - Mr. Rene Levesque from the Quebec PQ Party. The direction of this fund is under control of the QWF Union, the Hydro-Quebec and the Caisse Populaire Desjardins (Bank Desjardins).

The Canadian Government and the Quebec Government are directly related to the Power Corp. owned by Mr. Desmarais. Mr. Jean Chretien, Canadian liberal Party, married his daughter to the son of Mr. Desmarais when he was Finance Minister for the Canadian Government.  Mr. Daniel Johnson was the former secretary of Power Corp. leader of Quebec Liberal.

Mr. Daniel Johnson from the Quebec Liberal Party was the Quebec Premier when Hydro-Quebec, owned by the Quebec Government, hired his brother in 1994 (60) - Mr. P. M. Johnson former Quebec Premier from the Quebec Party, brother of Mr.Daniel Johnson.

A manipulation concerning another electronic invention estimated at C$6..5 millions happened in 1994. It involved both Hydro-Quebec and Novatech where (60) - Mr. P. M. Johnson was negotiator for Hydro-Quebec and Chairman for Novatech Inc., a private company.

Mr. Jean Chretien promoted (60) - Mr. P. M. Johnson, in 1995 - after receiving the information I gave him in May 18, 1993. He is responsible for the Canadian Economy Negotiation, at Economic Summit of the Seven industrial Countries.  Former Quebec Premier of the Quebec P.O. Party, Chairman of Novatech Inc., was directly under contract with Hydro-Quebec in 1994. Both (60) - Mr. P. M. Johnson and Hydro-Quebec, again are involved in a electronic invention criminal rights manipulation which appraisers said was worth $6.5 Million, as described in the journal "The Gazette" October 5,1996.

Daniel Johnson is the brother of (60) - Mr. P. M. Johnson. Daniel Johnson political history:

1973 to 1981- Secretary of Power Corporation of Canada
1978 to 1983- Quebec Deputy

1983- Candidate for the Quebec Liberal Convention

Mr. Bourassa met Mr. Desmarais, owner of Power Corporation Canada, and told him that he would be the best one for the leadership of the Liberal Party instead of Mr. D. Johnson. Mr. D. Johnson accepted the decision from his former President Mr. Desmarais.

1985- December 12th, Mr. Daniel Johnson Quebec Industry and Business Minister, by Mr. Bourassa.

NOTE: One of the suspicions for this appointment lies in the followin.2 events:
In January 1986 the first thing D. Johnson did was to study a subsidy of ten million dollars for lnno-Center Company created by (49) - Mr. Parent, Quebec deputy of the opposition. Johnson had all the knowledge regarding (49) - Mr. Parent who was the favorite of his brother (60) - Mr. P. M. Johnson, involved in criminal actions and also knew 49) - Mr. Parent had publicly ridiculed his own chief, Mr. Bourassa, during a election. See details in Summary page 23 fig. 11a. of this document. When D. Johnson became Quebec Premier he did everything to cover up the Quebec and Canadian Criminal Conspiracy, with the help of other civil servants.

In 1998 after the Quebec Government received my e-mail Johnson was given a demotion, see page 27 the extract of this e-mail message.

The Quebec PL Party elected Mr. Charest from Quebec, former Federal Conservative Party, as the Leader of the Quebec Liberal opposition of the Quebec Government control?

Mr. Bouchard, former Conservative Minister was also a former ambassador to France for Mr. Mulroney.  He also was former president of the Canadian Block Quebecois party.  Mr. Parizeau leader of the P.P.Q., former Quebec Premier, his brother was a director of Power Corporation Canada (PCC) and Mr. Desmarais owned PCC. Parizeau was informed of the Quebec criminal conspiracy. Parizeau then resigned, a strange story in itself, and Bouchard became Quebec Premier, without an election. The provincial parliament was then recessed for eight months.

The page 24 continuity of these progression events

And I enumerate here some of the names I know, from the Quebec Industrial Research Center (QIRC) related with the Montreal and Quebec Electronic Section), which were directly related with the ACILR Electronic Global Technique Concept development and the Global ACILR Project (Organization and Structure) concept. This, during the fall 1978 to 1981 after the meeting I got, on August 27, 1981 on the Presidency of (27) Mr. Guy Bertrand Engineer, Chairman of the Board of the Quebec Industrial Research Center [QIRC]).

All of these persons enumerate here, after many year of service (10 years and more for the QIRC), was retrograde, retrograde in mutate, retrograde in fired, mutate directly and other Ministry, resign or was simply fired: (28) - Mr. Perron, (33) - Mr. Hans Baumans, (34) - Mr. Robert Clavel, (26 - Mr. Claude Bellefleur, (35 - Mr. Marc Pastor.

This scenario was applied also to the Premier Rene Levesque's secretary (4) - Mr. Andre Meunier.

(4) - Mr. Andre Meunier was in April 1980, the Premier Rene Levesque's secretary, Party Quebecois (PQ). On December 1981 he returned home, put on stand by. When I asked him in February of 1981, he couldn't give me anv answer and he doesn't understand why. (60) - Mr. Rene Levesque fired him.

The raison was simple when we know the action took by (60) - Mr. Rene Levesque, he knew too much about this Project.

(4) Mr. Meunier introduced me to (6) - Mr. Marcel Fafard Engineer, the MSSTC Chairman of the Board around March 1980.

He meets with Mr. Fafard and myself on August 28,1980. This to prepare and schedule the meeting with (45) - Mr. Serge Pare, who was the Secretary of the Minister Mr. Bernard Landry Quebec Government.  And on November 20, 1980, also assisted us at this Meeting with (45) - Mr. Serge Pare announces to us, in November 20. 1980, that now the entire ACILR project Concept is on the Government Nature. So recognizing responsibility of the Quebec Government regarding the ACILR Electronic Global Technique Concept development and the Global ACILR Project (Organization and Structure) concept.

(60) - Mr. Rene Levesque also used these information include in the ACILR Project pilot politically by (4) - Mr. Andre Meunier for his own Political Campaign in December 1980, by announcing publicly, for the Quebec people, a free public transportation.

(4) - Mr. Andre Meunier succeeded to help me again, in 1981 and, it was to the new Quebec Premier secretary, Mr. Real Brais, that I asked him if he could reschedule the meeting from the former secretary Mr. Meunier that I was supposes to have. He contacted me later and prepared the Financing International Meeting.

It was also the Quebec Premier (60) - Mr. Rene Levesque who, on his administration, the MSSTC by (49) - Mr. Parent settles the Marconi Company lawsuit against the MSSTC regarding the illegal acquisition MSSTC's contract by the WR Inc. and I know how this settlement happened.

This part below is an update of the original document. - 4 -

On this page 29 is an update concerning many unanswered questions, which related to the direct criminal involvement of Marconi Company, the Quebec and Canadian Government and ADRO.

This alleged involvement was the two suspicious car accidents where Mr. Claude Bellefleur receive serious injuries and Mr. Jean Marchand died. These events were reported in my document 13, described on page 20 and 21. On these pages you can learn why the Marconi Company was identified and why this company was directly involved with two suspicious events reported to the U.S. public authorities. Refer to the 13th Document, pages 20 and 21 to learn significance of my allegation on these two suspicious events.

Below is my explanation of how the May 1982 MSSTC deal was discovered. This deal concerned the Marconi lawsuit aeainst the MSSTC on the radio communication contract for the WR inc.

In May 1982, the Quebec and Canadian Governments made a deal with the Marconi Company. This deal appeared publicly in April 6, 1998 when the Marconi Company agreed to acquire 58% of the total outstanding share of NovAtel Inc.  General Electric Company (GEC) of United Kingdom (LTK) had the ownership position in Canadian Marconi.

1 - First, I was involved involuntary with (26) - Mr. Claude Bellefleur between 1988 and 1991. This involvement regarded a copyright of the (Hybrid Power Sgpply Module) made by (34) - Mr. Robert Clavel and (26) - Mr. Claude Bellefleur) from MKSA Inc.

(34) - Mr. Robert Clavel Engineer, was the Montreal Head of the Industrial Electronic Instrumentation Department, Research and Development for the Quebec Industrial Research Center (QIRC). Clavel was the supervisor of (26) - Mr. Bellefleur. He protected him in August 1983 by hiring him as a consultant and later as a contractor for the QIRC. (34) - Mr. Robert Clavel Engineer resigned the QIRC. Later, (34) Mr. Robert Clavel, on April 1991, was also the Chairman of MKSA Inc.

(35) - Mr. Marc Pastor, was the Montreal Head of the Electronic Digital Controls Department, Research and Development for the Quebec Industrial Research Center (QIRC). Working on April 1991 for Lotto Quebec owned by the Quebec Government. He was also an Investor with another person in MKSA

Some problems appeared at the same time when Marconi, who was interested in buying the Hybrid Power Supply Module and the Orlikon International Company, who built some military supplies such as military tanks, was interested in having one module regarding one of the applications of the IRIS Project.

This problem happened when registering the patent at Robic & Robic lawyers (Patent & Copyright Office, Montreal). The MKSA was assisted for this registration by the QIRC (owned by the Quebec Government). They didn't want (26) - Mr. Claude Bellefleur's name to appear on the patent. A dispute assigned to Robic by the lawyer's file number 0374PR was deposited but never clarified. I referred (26) - Mr. Claude Bellefleur to a Lawyer personally on April 1991.
