The second event was when (26) Mr. Claude Bellefleur was involved personally with the Marconi Company in the summer of 1996, regarding his employment by his former employer the Marconi Company. A letter of Proof from Marconi Company was publicly disclosed in the 13 document on October 16, 1998 in the 6 page of Section D. Also the strange association by Mr. Turner nomination as a new director of NovAtel who is also a Director of Power Corporation of Canada, SNC-Lavalin Inc. etc.
I report here this letter
The Marconi Company's personnel were working on some GPS applications for the Canadian and Quebec Govennnent probably at other locations. They were disturbed by the negotiations between NovAtel and Trimble. This preoccupation probably created a lax attitude in verifying (26) - Mr. Claude Bellefleur credentials, to enable his employment for three weeks! I believe the Marconi Company possessed some secret, personal files criminally, and, if (26) - Mr. Claude Bellefleur or myself could have gained access to their work, we could identify the ACILR Technique Concept.

The Marconi Company realized at this time that he had been employed by them for the past three weeks. This also gave an explanation concerning the name of (26) - Mr. Claude Bellefleur on the MKSA Hybrid Power Supply Module copyfight which could create some opportunity to learn what was going on there. (26) - Mr. Claude Bellefleur had advised the lawyer from Robic & Robic concerning the portion of my work I did regarding this development. Marconi was the company that wanted to buy this technology and this disturb some U.S. investors and the patent registration by this undefined pressure. The reasons for this struggle between Marconi Company and (26) - Mr. Bellefleur could be the reason for the strange and suspicious accident believed to be a murder attempt on him, July 30,1998. With these reasons we could identify and directly relate some information found in the public documents dated on October 16, 1998, and sent to different people. Also, some information is identified in this document. On July 6, 1998 the FBI reported the meeting with Mr. John Sennett and his director to organize a meeting with the people one year before the FBI transferred my case to Washington, on July 13, 1998. A few days later On July 9, 1998, they reported it again. I didn't have any information so I cancelled the meeting and saw the Human Rights Commission people on July 15, 1998. On July 30, 1998, three days after this prophetic date for the FBI meeting, (26) - Mr. Bellefleur was involved, in my belief, in a very suspicious criminal accident. (26) - Mr. Bellefleur was my co-presenter at a previous presentation to the Quebec Government, of a patentable, sophisticated, electronic communication system(s). On July 30th (26) - Mr. Bellefleur sustained serious bodily injuries while riding a bicycle on a bike trail in Longueuil, Montreal. A sports utility type vehicle caused this mishap on the bike trail! It is now questionable whether this mishap was premeditated or an accident. The significance of (26) - Mr. Bellefleur, in my interest, is that he is my sole and bonafide witness to my work on this electronic system(s). August 11, 1998: (55) - Mr. Jean Marchand assisted me on certain facets: communication, translation, correction and financial affairs relating to the expenses related with my Canadian case document I sent, from the USA. With his help, I sent this document to all Canadian and Quebec Provincial deputies, to the Canadian justice authorities in December 1996 and on the web since 1996. (55) - Mr. Jean Marchand was engaged to a fiancd well known in the Ringling Circus Family. She was also involved in a deadly and suspicious accident and was seriously injured, as I reported in the public document sent to the U.S. Authority in October 16, 1998. While vacationing in Canada with his American female companion, this gentleman borrowed the auto used in this accident from his father. The circumstances of the accident, the American woman's past accident information, together with the unusual rapid insurance settlement in Quebec, and the hasty scrapping of the damaged auto, again, is all highly suspicious! The conspirator(s) inside the Canadian government had easy access to the information by tapping the phone lines. Bell Canada owned Telesat Canada. According to my contact, that's what had happened and kept on happening. A report was given to Bell Canada as well as a technician with Bell Canada. This was done within the company. By this action it was easy for them to know when, where, and who, was supposed to be in the car or where it was.

I think his daughter was saved because his father was living with her in U.S. after their separation and he let her with his mother in Canada for a vacation. Because of this accident she was stuck there, and knew she needed to live in Quebec with her mother, as she was only 12 years old. (55) - Mr. Jean Marchand's three sisters had been working and as far as I knew still were. Different Canadian organizations like GRC (RCMP) and the International Agency. Jean Marchand had informed me concerning the translation work they had been doing for the U.N. and may be one day they could help us. Mr. Jean Marchand told me he had already discussed my case with some of them. All this is reported in the document sent to the U.S. Authority with the strange relationship between the letter of Mr. Frederick D. Ister, Assistant Staff Director Office of Civil Rights, signed on the August 7, 1998 with a metered postmark receipt dated August 11, 1998. In that correspondence, Mr. Ister indicated he was referring my case to (Mr. Eric Kunsman) the Director of Canadian Affairs for the U.S. Department of State. I had written the document mentioned on October 16, 1998 to infor-m Mr. Frederick D. Ister, Assistant Staff Director Office of Civil Rights Civil Right, the FBI Director, Mrs. Madeleine Albright Secretary of State,...etc. of what has been happening. "The significance of the day and time of death cited above relates to the chronology of your letter, as noted at the beginning of this correspondence It would appear that certain "links or tie-ins" could exist between your agency, other USA agencies, and the Federal Canadian and/or the Quebec Provincial Governments and could be prejudicial to my interests, safety, and well being." I was asked in February 1999, by a contact in Canada the question, " Did I have any involvement with the U.S. decision to refuse the launch of the Canadien Satellite Telesat new generation". My answer was that I did some research. I found a strange relationship that was identified and gave a good reason concerning the refusal to contact or write an answer as specified in the refeffal after a Civil Rights Evaluation of my case ftom Mr. Frederick D. Ister, Assistant Staff Director Office of Civil Rights Commission in Washington D.C.. I never thought the State Department (Canadian Affairs) was directly involved in this criminal action. What I said in the October 16,1998 document is: "The significance of the day and time of death cited above relates to the chronology of your letter, as noted at the beginning of this correspondence! It would appear that certain "links or tie-ins" could exist between your agency, other USA agencies, and the Federal Canadian and/or the Quebec Provincial Governments and could be prejudicial to my interests, safety, and well being". In fact, some communications needed to be handled between the State Department (Canadian Affairs) and the Canadian Government or Telesat Canada regarding the GPS International by the presidential mandate. This GPS concepts was developed with the Canadian Mapping Defense Agency, Canadian Space Research (CSR)!, Telesat Canada owned by Bell Canada, NovAtel [controlled by the Marconi Canada Company and General Electric Company (GEC) of United Kingdom (UK) ownership position in Canadian Marconi]. NovAtel had the patent with the U.S. Company Trimble. This was an international negotiated contract with Japan as described in the press release below. Interaction needed to be done after the patent dispute between Trimble and NovAtel. Regarding the GPS application, they entered into a confidential settlement with the U.S. to utilize the GPS application. Because of these circumstances some communications between the Canadian Government and/or the Quebec Provincial Government broke down.

On this update below, you can identify the relationship between the development (1982 to 1984) by the WR Inc. and the Marconi lawsuit against the MSSTC on May 11, 1982. These two years 1984 and 1992 were described by the Canadian Government in their publication "The history of a world first". In that publication, it described the partnership entered into by the Canadian & U.S. governments, for this international exchange technology. The copies of the ACILR Electronic Global Technique Concept development are below. Also, vou can see the development between the year 1984 and 1992: 1984. Imperial Oil becomes the first Canadian business with a private network for inter-branch communications via satellite, (probably with an Apple H computer), from the original copy of the MSSTC's ACLIR project. 1992. Telesat emerges as the largest operator of interactive Very Small Aperture Terminal (VSAT) systems in Canada. NOTE: This update to the document was to point out again, the how, when and where. I made a reference to the ACILR Develoment Time Chart at the Summary page 6 of this document no. 15 Refer to page 6 First Part, for the MSSTC "Radio Tele-Communication System". The MSSTC destroyed this system and never replaced it. The time evaluated in the ACHR Time Development Chart was 19 months, before starting production. For the dates enumerated below, I can verify these events and understand why the MSSTC, with their lawyers, made so many perjurious statements in different courts.
12/09/80 - The MSSTC criminally disclosed publicly the entire
ACILR Project. 01/13/82, 01/17/84, 09/21/84 - On these thrce dates, I received demands for a "closed door" settlement from the Canadian and Quebec Governments: by (59) - Mr. Pierre Cimone on 01/13/82 and 09/21/84, and, on 01/1 7/84, by (61) - Mr. Girard and (59) - Mr. Pierre Cimone. 09/21/84 was the third time the Quebec Government, through lawyer (59) - Mr. Pierre Cimone, asked me in court for a "closed door" settlement. Knowing him to be a double dealer, I required in the court an official hand written document. This was MSSTC's third official demand for a "closed door" settlement in the two years. Seven months after rejection of the proposed settlement by the MSSTC, the MSSTC medical office criminally declared me with full mental disability.

09/84 - This was the first direct public involvement of the Canadian Government for all decisions regarding the Canadian criminal conspiracy against me, because of my Global Localization System (GLS) concept. This concept was included in the Project ACILR. Imperial Oil becomes the first Canadian business with a private network for inter-branch communications via satellite, probably with the Apple 11 computer, the origins I identified in the MSSTC copy of the ACLIR Radio Tele-Communication System project. See Summary fig. 1, 2, 3 page 5, 6, 7 01/13/82, 10/09/84 - At the request of the MSSTC I was offered a settlement on 01/13/82 and was similar to the offers on 10/09/84. Below is a summary English translation of my second offering letter: - First, the request of a letter from the MSSTC signed by their commissioners and endorsed by the MSSTC Mayor council with the MSSTC's formal endorsement and support of the ACILR project, without the need for their financing. Second, reimbursement of lost salaries of C$ 22,847.00; compensation for outside work time, since 1977, of C$ 60,000.00 and lost profit earnings of C$ 300,000.00, all as noted in my lawsuit filed in Quebec. My conclusion was: The Quebec Provincial Government, the MSSTC, and the Canadian Federal Government lost an opportunity to save monies for their respective operations and ultimately for their taxpayers. They also surrendered an advantageous position to develop an international organization, without any cost! I offered, at no charge, my right to this ACILR concept.
This offer
was to protect all the inventors in any country, subject to these countries
adhering to the acceptance of legitimate human rights for the individual,
in their use of the ACILR concepts. This ACILR international organization
is describe in Volumes III and IV. Reference to these volumes will indicate
my commitment, made on July 11, 1980, and my intent to share this technology
with others, without any compensation to me. By stealing these concepts
from me, certain individuals in the authorities abdicated their basic public
responsibilities to the Canadian people. These criminal acts served
these individuals and their financial associates in a profitable manner.
(Refer to this 15th Document Part I "Summary", page 12, to 15). The C$135,000.00 the MSSTC offered me for the first time, by (61) - Mr. Girard, was presented on 10/13/83. In 12/83 I discussed this offer with Corporal Lang of the GRC (RCMP). On 01/10/84 I saw (70) - Mr. Bourassa, my advisor for seven years, regarding my involvement with the MSSTC. (70) - Mr. Bourassa informed me he receved a phone call from (61) - Mr. Girard who told him I will "never receive a dime from the MSSTC." (70) - Mr. Bourassa advised me he was frightened and concerned for my safety, as I was dealing with a criminal element. On 01/17/84, I met with Mr. Girard to discuss certain concerns of mine I had discussed with (70) - Mr. A. Bourassa. The only thing I told Mr. Girard was I discussed his offer with the GRC (RCMP). Thereupon, Mr. Girard erupted and was furious, raising his voice, screaming at me to drop my case. 12/11/84 - The Canadian and Quebec Governments rejected the settlement presented to the MSSTC Council Mayor President (49) - Mr. Jean Guy Parent. The Quebec Government loan of C$ 10 millions to the FTQ Solidarity fund owned by the Union who represented me against the MSSTC. This fund was one of the sources of the ACILR financing plan. At the MSSTC the company WR Inc., developed the pre-production prototype of the ACILR radio telecommunication and Global Localization System conception included in the Project ACILR and used an Apple II computer. In 1984 the company who made this computer, announced that, with the Apple II they could by satellite anywhere in the world with a maximum delay of only 45 seconds.

1985 - I reported to the Quebec and Canadian justice authorities,
between February and August 1985, three murder attempts on three different
occasions. One on me and two involving my two "look alike" MSSTC
drivers. The Longueuil Police told me they wouldn't do anything because
I just wanted some publicity. Later when (81) - Mr. Patenaude,
a Quebec prosecutor attorney, referred the case to the Longueuil Police they
referred the case to the Quebec Commission Police on the reason they didn't
have enough money to supervise this investigation. The mandate of the
Quebec Commission Police was to investigate the accusation against the policeman
in Quebec. The end result was an investigator, Mr. Trudel assisted in
registering my document testimony of a Canadian copyright no. 276452, in
September 18, 1987. NOTE: Launch of the NASA shuttle, Discovery, in its many missions to place two satellites in operation: I - 04/17/85 Satellite (Telesat - I - Anik) for the Canadian Government, 04/29/85. For later used, to be able to profit from the NASA lower cost of the satellite launch for the Canadian Government. 2 - The first of a series of satellites, NUSAT The NUSAT was used to calibrate the 2000 control stations, which covers all of North and South America for the use of the IATA commercial airline control. The NUSAT is the application of the Canadian Space Research System CSRS, experimented by Marc Garneau, the Canadian astronaut, on board NASA's Challenger in October 1984. 01/06/1988 - After only 15 days, the MSSTC obtained a lapsing request and, without waiting for a grievance hearing, Medisys Inc. declared me to be in full mental disability since September 1985. The MSSTC fired me and took, by criminal falsification on the last MSSTC check release, the fee claimed by Medisys Inc. Later, in the second hearing, the MSSTC lawyer perjured himself by refusing to answer who paid the Medisys Inc. doctor fee (See Document no. 5 title "Rapport Presententiel"). This Canadian criminal action against me coincides with the public announcement of the Tele-communication launch satellite agreement in 1988 between the Canadian and the U.S. Governments. On December 20, 1990 - This was my true Christmas present for many years. The acceptance of my request, signed on paper with the reason (political exile) as to why I wanted to immigrate to the U.S., was processed at the U.S. Embassy in Montreal. On April 18, 1991 - The time we completed the U.S. immigration application process, my 1985 Oldsmobile station wagon was stolen in St. Luc, at the Desjardins Bank parking lot. At the end of June 1991, we were advised they found it in a garage in St. Hubert where the mayor (6l) - Mr. Pierre D. Girard, my former lawyer, was associated with the MSSTC. The garage where they found my car was in the street adjacent to the MSSTC St. Hubert office garage and the St. Hubert police arrested the garage owner, a man who he is a relative of (49) Mr. Parent the former MSSTC President. On July 09 1991 - I validated my U.S. Alien Registration Card for all of my family. By these immigration papers the Quebec and Canadian Govenunent was informed of my intention to inunigrate. In July 17 1991 - The Quebec Pension Plan decided to eliminate my disability pension as they contested the medical disability evaluation of Dr. Brunet of Medicy Inc. Dr. Brunet was the MSSTC medical officer and Quebec law allowed me a year to contest their decision.

December 13, 1991 - The Telesat Canada Reorganization and the Government of Canada (Mr.Mulroney, Canadian Premier close friend of Mr. Rene Levesque), proclaimed the Divestiture Act. This Act provides the mechanism for the Government to sell its 53% Interest in Telesat. 1992 - Believing Quebec would sue me for reimbursement of the pension benefits, I decided to wait until June 1992 to register my contention. I forwarded on 08/14/92 the document no.6 titled "ADMINISTRATION OF QUEBEC PENSION PLAN REVENUES." I was wrong. The Canadian and Quebec Governments, through the Quebec Pension Plan, attempted to force me to return to Canada, by eliminating my pension money and my ability to survive. A visit by the provincial police at 5.30 A.M. woke up the resident of the house where I lived before my exile. I described this event in the Documents no. 9 and 10. Also a falsified vehicle violation ticket was issued to me on 11/05/92 from Montreal, as described in Document no. 8 titled "THE- REPLY OF THE LETTER FROM MR. GIL REMILLARD" dated on May 18, 1993. With this ticket if I went anywhere in Canada I would be arrested and transferred to the Quebec Provincial Police under the responsibility of the Quebec Government. All of this Canadian governmental suspected, criminal activity reflected the anxiety of the public criminal revelation against the Canadian Government that I could possibly and legally recognized my ACILR technology developed in Telesat Canada. Telesat emerged in 1992 as the largest operator of interactive Very Small Aperture Terminal (VSAT) systems in Canada. VSAT offers communications solutions that lower customer costs and provide reliable services to locations in Canada and the United States. To conclude the Canadian Political criminal implication I refer you to the document No 7 tided: "THE- LETTER-DOCUMENT-TO-MRS. KIM CAMPBELL, dated DECEMBER 11, 1992." In this document I explained how (83) MRS. KIM CAMPBELL had discovered the culpability of (82) Mr. Mulroney. Number of pages in this letter document: 40 pages. This document was written in French and translated into English. A copy of this letter document was sent to (83) - Mrs. Kim Campbell, the Canadian Justice Minister, the Canadian General Attorney and to all the Canadian Provincial Premiers
It is by this document, or more specifically, by the possible investigation
by (83) - Mrs. Kim Campbell, as the new defense Minister that this
implication resumed. She probably instituted an investigation without
any public permission from (82) - Mr. Mulroney, Canadian Premier. A
Canadian Justice Minister is required to make a public request of the Premier
to investigate any Provincial Govennnent's dealings. A few weeks later
(82) - Mr. Mulroney tendered his resignation. See more details

The State Department (Canadian Affairs) was mandated, in March 1996, from
Mr. Clinton, to supervise the GPS International.

NovAtel was created in 1983. Later, I learn the only ownership of this (team) company was the Alberta Government Telephones Commission. One month later you have the announcement of Mr.Clinton, the U.S. President, providing for the U.S. ftee user fees. Refer to the 20 pages of Vaughan S Radcliffe of Cleveland, Ohio USA title " Competing Rationalities in ÔspecialÔ Government Audits: The Case of NovAtel" It's been this team (?) who buys from Mr. Mulroney, Canadian Premier, from 1984 to 1993. The reason why he needs to resign (see List Index of this document 15 page 13 for the year 1984). was directly identified in my Public Document no.9, 10). He was associated with Mr. Rene Levesque (Chief PQ Quebec Politic Party). Mr. Rene Levesque supported him for his federal election and Mr. Mulroney, Canadian Premier from 1984 to 1993 had sold for two billion dollars, the civil application of the Canadian Civil GPS. Mr. Rene Levesque is identified as the first person responsible in the criminal Canadian conspiracy to steal the entire project ACILR. That's why in the U.S. a patent was disputed in 1996 between Trimble and NovAtel Team. Trimble had developed some application of the GPS for the DOD (U.S. Department Of Defense) and the NovAtel International Team. NovAtel International Team was (none identified at this time but, we know now): BELL Canada (BCE), Marconi, GEC (UK), and Alberta Government Telephones Commission was part of this team) owd C$ 2 billion for the civil application right of the Canadian Federal Space Research CSR concept. This application GPS, tested in the space on October 1984 in board of Challenger the 13 mission by Marc Gameau, was included, This dispute was settled in a close-door arrangement on July 16, 1996. This concept was created in 1977, disclosed publicly on December 9, 1980, developed from 1981 through 1984, and the application was continued by the: Canadian Federal Government, for the Canadian Mapping Defense Agency's (DMA"S), developed the GPS for one application. The Canadian Federal Government developed the CSRS (?) concept CSRS (Canadian Spatial Reference System). Both the Federal Government of Canada and the United States have recognized this problem and have begun the implementation of highly accurate GPS networks to better support a modem positioning technique. This elaboration, between page 29 following "Below is my explanation of how the deal was discovered." to this page was an update of the basic document Volume 1, translated.) To continue the enumeration of this document (the bottom of pages 28); "It was also on the Quebec Premier (60) - Mr. René Levesque,... " The FBD agency is the Canadian Federal bank of development. The FBD had fumced the copy of the Private ACILR Electronic Global Technique Concept and, in respect, the "ACILR Chart Time development". - 6 - On this page I updated this document by pointing out here the how, when and where this concept appeared.
