I identified the persons and their positions in this August 30th
report. The question I was asked to answer is described as follows
(See appendix v5 and v6):

without talking of the ACILR Project Development Financing, and limit your
comments of the technical part of the development. If it's possible,
by the actual technology, to develop the ACILR Technical System described
in this design?"

(27) - Mr. Guy Bertrand, Engineer, Chairman of the Board of the Quebec
Industrial Research Center (QIRC)
"Any problem we conceive with the actual technology is possible but we need
first to have a preliminary study that can take a year and cost around 200
or 300 thousands dollars as specified by Mr. Perron, Engineer".
(28) - Mr. Perron, Engineer, Quebec Chief Director for the Research
and Development for the Quebec Industrial Research Center (QIRC)
"Technically, in regards to the technology only, every thing can be made.
We need to see each detail, technically and financially, inside a preliminary
study. From this preliminary study and an estimate of public interest
the QIRC can decide if it wants to accept the development."
(30) - Mr. Simon Lupien Head Secretary of the Quebec Industrial Research
Center (QIRC)
"We needed more details after the preliminary study before we could endorse
this development. Only the Engineer endorsement gave me fimds regarding
the real possibility of the QIRC. We need to look if the Center can
absorb this development due to the personnel limitation and, also the
disposabihty of the QIRC inside people who can possibly work on this project,
regarding the others projects on the worktable."
(29) - Mr. Jean Paul Brassard, Montreal Director for the Innovation
and Information, Research and Development for the Quebec Industrial Research
Center (QIRC)
"I share the endorsement given inside this meeting with regards to what M.
Guy Bertrand, Mr. Pierre Perron and Mr. Simon Lupien stated."
(31) - Mr. Ludovic Celestin Representative of the Quebec Deputy Minister
of Industry and Commerce, Transport department (MICT)
"I remind the assembly that the development could take more time than
estimated. But we shouldn't minimize the risk of success. We need
to evaluate the repercussions."
(32) - Mr. Ronald Richard Engineer, from the Development Service
Terrestrials Transports, Representative of the Quebec Transport Minister
(MTQ)
"The transport representative ministry was mandated at this assembly. We
demonstrated our interest in this market demand by the implication of other
firms in this domain and advised of the need to take into consideration the
preliminary study. But the Transport Ministry could have some interest
in looking the entire consi project over, due to the potential of bringing
back some subsidized regarding the public transportation".

Before the meeting on March 25, 1981 with (54) - Mr. Leonce Harvey, and the
meeting with the QIRC on August 27,1981 two public events had happened.
The first one was a meeting on April 16,1981 called by (64) - Mr. Claude
Chartier, identified by the press (see clipping VI I a), which of the
mayors were supposed to attend but did not and never advised why, only (50)
- Mr. Marcel Robidas answered with a letter.
During his Presidency (50) - Mr. Marcel Robidas remained in a conflict
of authority with (60) - Mr. Andre Bourbeau. That's why the MSSTC
Council Mayors didn't have a president in 1980. This is when (6)
-Mr. Marcel Fafard, in July 1980 hired me. (50) - Mr. Marcel Robidas
wrote an official letter to (64) - Mr. Claude Chartier.
This letter explained that (50) - Mr. Marcel Robidas could not attend
the meeting because of job-related obligations. He endorsed the project
financing because he had made a similar financial builders construction project
with the Longueuil City at the Longueuil Metro Station to lower the Longueuil
city tax and the project was working.
During this same period we have (65) - Mr. G. Cardinal from Transport
2000 [see appendix. (VI)], who pinpointed the MSSTC's problem and came public
with a document "The MSSTC doesn't know where it's going".
It wass after that, (49) - Mr. Jean Guy Parent, became President of
the MSSTC Council's Mayors after (60) - Andre Bourbeau elected Liberal
Provincial Deputy.
(49) - Mr. Jean Guy Parent must have contacted (63) - Mr. Rodrigue
Biron. We finally got to meet the QIRC's president after waiting
patiently for two years. (See appendix V2, V31 V4, V5, V6, V7, V8, V9, and
V 10). This meeting is describes in the pages 50, 51 above in this document
no 15.
Quebec Industrial Research QIRC had to admit that the technical concept shown
was a real technical concept and the financing had been omitted at the meeting.
(See appendix V10).
After this QIRC meeting, (49) - Mr. Jean Guy Parent started to show
signs of (48) - Mr. Andre Bourbeau's negative attitude. It got
worse when the following reports of my bad health dating back to a work accident
in January 05, 1981 showed up. I had to write to Mr. Denis Tremblay
to stop these stories about my health on October 16, 1981. [See appendix
(wl)].
I lerned through (64) - Mr. Claude Chartier, MSSTC employee, President
of the Association APTPPP, that (49) - Mr. Jean Guy Parent, in October 1981,
told him he agreed with the second part of the project but nobody at MSSTC
had informed me.
Furthermore, on November 2, 1981, I noticed in the newspaper a call for proposal
tenders from the MSSTC concerning radio communications (see clipping x).
Realizing the dishonesty of the MSSTC and (49) - Mr. Jean Guy Parent,
I got my lawyer to file a brief on November 25, 1981. (See deposit 3).

A confirmation letter was sent to my lawyer from the MSSTC dated January
13, 1982 for the brief sent in November 25, 1981, (see deposit 4).
On February 15th, 1982 another letter was sent from (59) - Mr. Pierre
Cimone, lawyer and close friend of (49) - Mr. Jean Guy Parent,
and in direct contract with the MSSTC. [See deposit (4 & 5)] and [See
detail of is Political and criminal association and implication on the ACILR
Case in the document 15 identified on the document no. 9, 10 "WebPages To
Inform The U.S. Justice Department".
(59) - Mr. Pierre Cimone after he planned with the MSSTC, a date was
to be made to schedule the meeting with (66) - Mr. Claude Boisvert
who was the temporary chairman of the MSSTC Board since October 1981. I had
a chance encounter with him in the wash room located in the office building.
This meeting was never held after many attempts to set a date. I then
tried to meet the newly appointed Minister of Transport (67) - Mr. Michel
Clair, Minister of Transport Quebec Government PQ Party, through (58)
- Mr. Real Brais, the new Assistant Secretary to the Quebec Premier in
1981. I received a letter dated March 29 1982, from (67) - Mr. Michel
Clair who confirmed that he received the Project ACILR Documents. (See
appendix.w2)
After discussing with Mr.Clair at a banquet a few months later attended
by (50) - Mr. Robidas, the minister never followed through with an
answer, giving an excuse that the whole thing was "Subna Ditche" (French
legalese" to say we can't talk about it, it's in court). (49) - Mr. Jean
Guy Parent, (66) - Mr.Boisvert and (59) - Mr. Cimone, lawyer representing
the MSSTC in my case, had counseled Clair and never allowed me to
approach Mr. Clair.
I fought back by informing him that certain people were actually trying to
use the MSSTC dishonestly. (see clipping X I) (see appendix W3, W4, WS, W6,
W7) minutes of the meeting).
(67) - Mr. Michel Clair ignored me. Because I just disturbed
the assembly by keeping my hand up and the journalists were there, they cut
short the press meeting and they didn't talk about the new MSSTC Radio
Telecommunication System. This system was the electronic development
copy of the ACILR Technique Concept Volume Report I and I I. This press
conference was held at the Longueuil Holiday Inn.
The MSSTC's Union Association also asked for a meeting, as well as the Public
Workers Association, Private and South Shore Residents (PWAPSSR). [See appendix
(WS) detailed account] and the driver's Union presided by (68) - Mr. Bernard
Dusseaul, MSSTC's FTQ Union President, in June 1982 and (64) - Mr.
Claude Chartier, MSSTC employee, President of the Public and Private
Workers and South Shore Resident association (APPWSSR).
I accepted a meeting date on the premise it wouldnl be held in the MSSTC
offices. This meeting took place on May 27, 1982, at the Keberac Restaurant
in Brassard City, Quebec Canada.
(64) - Mr. Claude Chartier reported on the meeting of June 1,
1982. But (68) - Mr. Bernard Dusseaul the NISSTC's FTQ Union
President refused to comment as requested by (64) - Mr. Claude
Chartier.

On November 2, I received a request from the MSSTC lawyer for more information
(see deposit 7), which my lawyer answered satisfactorily.
NOTE: Please take notice that certain nocturnal visits occurred
at my home while I was away, which can be corroborated by some witness, as
well as some phone threats on my life. A fellow bus driver's wife
threatened me, because of her perceived concern of her husbands' job
loss. She continued her anxiety to the extent of a nervous breakdown.
A woman threatened me. His husband informs me. His wife had a nervous
breakdown, and was motivated to do that by another MSSTC employee, an active
member of the FTQ Union who discredits me.
I was threatened a second time. I informed (70) - Mr. Antoine
Bourassa and he advised me to see my lawyer (61) - Mr. Pierre D.
Girard, who prepared the lawsuit of C$ 1, 567,457.00, deposited in the
court on November 20, 1981 at the Montreal Provincial Quebec Superior Court
No 500-05-016630-814. This lawsuit was served on (49) - Mr. Jean
Guy Parent. [See detail of is political criminal association and implication
on the ACILR Case in the document 15 identified on the document no. 9, 10
titled: "WebPages To Inform The U.S. Justice Department".
The advice of (70) - Mr. Antoine Bourassa was to inforrn (61) -
Mr. Pierre D. Girard that I would accept any amount of money no matter
where it came from.
The criminal action at the MSSTC, detail below, identified an involvement
of the Quebec Transportation Ministry. This happened at the time (November,
December 1982) of a walkie-talkie robbery, and according to Alain Renaud,
a former St-Hubert police dispatcher, the MSSTC was claiming 300 units be
reimbursed from the insurance company while in fact it owned only 100
units. The MSSTC lawyer confirmed his client's formal intention, seven
days later. These walkie-talkies were bought by the MSSTC by an order
from the Quebec Transportation Ministry, a surprising revelation.
Seven days later, on December 20, 1982, I receive confirmation from (59)
- Mr. Pierre Cimone, that (69) - Mr. Georges Molini was to meet
with us (see deposit 8 Dec. 8, 1982). After he came back from business
travel in France with (49) - Mr. Jean Guy Parent.
Probably that travel related to the System Alex and the reason why (49)
- Mr. Jean Guy Parent, in September 1985, had the new Quebec Industrial
and Economic Expansion Minister (56) - Mr. Pierre Marc Johnson the
new Quebec Premier name him Ministerial Deputy without election.
That was the real reason why Mr. Jean Guy Parent went traveling to France
in September 1985. It was to recover and limit the access to the ACILR
electronic concept copies inside the development patent in France by Alex,
as described in "Micro Digest June 1984". The Patent regarding Public
Transportation Computer Assisted (TECAO) - (In French-Transport En Commun
Assiste par Ordinateur). (See fig. 5, 6 page 9, 10 of the Summary in this
document 15.)
Now you can understand the strange coincidence regarding the travel of Mr.
Parent to France in February 1983 with the new MSSTC's Chairman of the Board
Mr. Molini and just before the meeting scheduled by the MSSTC regarding the
ACILR Project. And this meeting resulted from a phone murder threat
I received in December 1982.

I received on January 24, 1985, from (56) - Mr. Pierre Marc Johnson,
the Quebec Justice Minister a confirmation he had received my document concerning
the French development, which was identified by a former engineer of IATA
as the conceptual copy of the ACILR Electronic Project.
Later the MSSTC had their lawyer in court, because the file had disappeared
in Superior and Appellate Court, specifying that the Project ACILR never
existed, it's only in my head. They obtained, on May 19, 1988, the Lapsing
Request. The ombudsman found the unfiled file in a box, and uncovered
the file two weeks later.
I continued below this document when I learned for the first time the
Canadian and Quebec Government Criminal involvement. I describe here
the meeting scheduled on March 17, 1983.
We had a three-hour meeting with the new MSSTC Chairman on March 17, 1983.
The result was my deposit (with the Court) of my settlement offer that was
already one year old, which I felt still valid. (See deposit 4).
According to (69) - Mr. Molini, it would be much easier to settle
this matter amicably rather than under the glare of the court, which was
in agreed to by my lawyer. According to (59) - Mr. Cimone, this
was a political issue and could only be settled politically. I didn't
take sides, informed the president to stop the death threats, and I waited
for the MSSTC 's true reactions.
There was no imminent settlement from the MSSTC (see deposit 9). And,
the project ideas were being continually used by people who some how were
involved in the ACILR Project. (Appendix 7)
The MSSTC made mistakes in copying the system which was given free as described
in the Global ACILR Project, Organization and Structure, including the Public
Financing Plant System Concept.
Their system is not finished (see exwnple W8) since it's on a test bench
(see photos, appendix W9) and in the first part of this document no. 15,
Summary fig. 1 to 6 pages 5 to 10 and fig 13 to 18 page 17 to 22.
You'll be able to compare the systems, the one I first proposed which includes
an electronic public display panel and a destination indicator in front of
the bus. See the first part of this document no. 15, Summary fig. 16
page 20.
This corresponds with the final tuning in France of Alex and, as if by chance,
France hit the jackpot from Quebec Canada again. This was concerning
the Quebec school computers, the Excel 20. Is it the same company?
That's the mystery and maybe a reason for an attempted murder on me.
In case anybody has doubts, I have no suicidal tendencies, and this confirmed
that the government had no intentions of a settlement and neither did the
MSSTC.
Nothing has been finally done, even though the premier is aware of the events
with the different stages of this ACILR Project.
Except for the MSSTC who wanted to avoid the $40,000.00 expense incurred
by the Engineer, Mr. Rousseau. (49) - Mr. Parent described in the
MSSTC assembly minutes, the MSSTC had accepted verbally a supposedly finished
system. (See appendix (W6 & W7) and clippings XI I & XI I I) and
lately also the French Alex system (see Appendix W8). It is intriguing
to note that Alex is using the computer (Apple II which was a French product
at this time) (See Appendix W9) as the same one in a system bought by the
MSSTC.

During the development period of Alex (1982 to 1984) the W.R. Inc. was installing
a supposedly finished system, [(see minutes in appendix (W4)], that had to
be financed by the Canadian FBD probably because its installation cost too
much. Even though it used a multitude of existing instruments to design
the system.
Example: Texas Instruments, Apple I I I, Vencor 777, and.... surprise, a
radio set identified as being built within the MSSTC and coming from WR Seattle,
Washington.
This document is the evidence I am presenting under oath concerning the events
that happened in and around the project:
"Technical concept and control of urban transit by telecommunications and
"Organization and Structure of the ACILR project".
Legal fees of approximately C$50,000.00 (in June 1985) were evaluated and
transmitted by Mr. Boulais, attorney representing (70) - Mr. Antoine
Bourassa, as the trustee whom I wish to thank for his good counseling
on many occasions during all this years with me.
Having invested a lot of time, and an amount in excess of $100,000.00 in
salary, including expenses of all sorts, I'm asking you to do all you can
for my defense. Since so many people are involved including the Government,
the MSSTC, the Council of Mayors, (6) - Mr. Fafard, sued by the
MSSTC, who is suing (56) - Mr. Bourbeau, the employees the commuters
and the taxpayers.
Even with the best of intentions, I cannot afford, on my bus driver's salary,
to finance a lawsuit of that size and hire a lawyer competent enough to handle
the complexity and diversity of this case.
I hope that you can help as the president of the bar association, and advise
me as to the correct lawyer, and a formula that would guarantee legal fees
so that justice can follow its course for everyone including myself.

This First Document, Title Report on the Progress and problems
encountered in the ACIRIL Administration Council for International and Local
Reference was photocopied at the U.S. Customs in fall 1985.
At this time a contact with the FBI was made to certify that they know of
my existence and if I can enter the country. They had also tried to
contact my relative living in Connecticut but had to trace him to a meeting
200 miles from his home. They did that because I had only 100.00 dollars
left for one week in U.S. and that could pay for only the gas for the trip,
and because they think I am a revolutionary who prepared an illegal political
hit against the Canadian Government. After four hours of waiting they
let me go. This document was given to the FBI in fall 1985.

The same document was deposited in the Montreal Canada Superior Court on
the May 19,1988 with the Second Document and the 3rd Document (see ABRIDGEMENT
SECOND PART pages 2 and 3)
Mr. Gerard Guay, and Mr. Raymond Labelle, who were assisted by Mrs. Monique
Morel and Serge Morel, made the third Document Titled, "Reports Given
to IVAC (Indemnification for the Victim of Acts Criminal)." in March
of 1986. This document was given to the IVAC on March 21, 1986. It
was copyrighted with the assistance of Mr. Trudel who was an investigator
with the Canadian Quebec Police Commission in Montreal.
Mr. Trudel counseled me to record and copyright the four documents I had
already made public. These are in different Federal and Provincial Courts
in Canada, plus the three Canadian police forces.
