CDRIL

Ce système fut communément identifié à :
SYSTÈME de CONTRÔLE DU RÉSEAU 
(SCDR)

Ce système groupait par ordinateurs dans une centrale
les systèmes de :
- Localisation GLS,
- Communication sans fil,
- Contrôle et vérification automatique des éléments mécaniques,
- Visualisation et Radio Télécommunication permanente sur écran moniteur de ou des unités(s) choisie(s).

Lequel par l'acte criminel du Québec et le Canada, par 
ses Corporations de la Couronne Canadien associées criminellement, furent identifiées d’être les chefs de file de cette nouvelle technologie qui produisit (en ce qui concerne les plus connus) : 
le GPS, le téléphone cellulaire, le tracking système, l’internet etc.…que l’on connaît de nos jours.

Par le fait de sa publication criminelle du projet CDRIL par le gouvernement du Québec et la 
STRSM en 1980 et, ne pouvant se servir des termes par le fait, qu’il aurait été trop facile d’en faire le rapprochement, ce fut le même scénario pour le 
GLS Global Localisation System faussement 
appelé le GPS Globale positioning System, amena l’erreur d’interprétation de Cancom en l’identifiant 
par son appellation de “the Tracking system”

L’implication et la dissimulation criminelle des deux gouvernements du Québec soit : le gouvernement provincial et municipal, sous couvert de la loi l’impunité a été rendu public le 9 décembre 1980 
par André Bourbeau président de la STRSM. 
Ceci, lors du dévoilement public des quatre tomes 
du projet et concept électronique brevetable.

De par la demande des commissionnaires de la STRSM d'en connaître les détails du projet CDRIL 
et ses applications, et la responsabilité du conseil 
des maires de la STRSM qui devait en protéger 
les demandes de brevet de ce projet CDRIL et ce, par la loi Canadienne s'adressant aux employeurs.

Cette association criminelle gouvernementale sous couvert de la nouvelle loi administrative d’Accès a l’Information Privé en 1983 et l’imminence de l’accord international Darpa Protocol, il se permirent les investissements de source Canadienne, qui ne furent rendu public qu’en 1984 ainsi que ceux de Bell Canada dont la seule information publique obtenue fut publié en anglais seulement en 1997. Par la suite, après la tentative de meurtre du 20 février 1985, lequel, le syndic du Barreau du Québec fut relié, par document falsifié, suivit les NOUVELLES RÉGULATIONS PROMU PAR LE CMPA, lesquelles furent vérifiées et acceptées en 1986 par le ministre de la justice Canadien John Crosbie …. Cette nouvelle réglementation affectait le droit de financement, par les gouvernements provinciaux, de l’assurance pour les erreurs professionnels des associations Médicales et des Médecins. Le Québec, qui avait déjà le contrôle de sa justice, prit aussi le contrôle de l’assurance des Associations médicales et des Médecins du Québec, contre toutes actions civil ou criminel. Par ce fait et se 
servant de la Corporation Medisys et de ces CRIMINELS GOUVERNEMENTAUX EXPERTS MÉDICAUX contractuels, me diagnostiquèrent mentalement invalide.

This Transport Network Control System by computer overlaps in one center:
 - The Global Localization System,
 - The communication Wireless system
 - The mechanical control and Verification of different mobile unit.
 - The permanent TV monitor visualization of one or more chosen units .

Through their acts  criminal acts the Quebec and Canadian Government are criminally associated with the Crown Corporation in its attempt to be  the leader in this new technology which commonly know as GPS, Wireless, Tracking system and the internet.

Because the Quebec government and the MSSTC had been publicly exposed regarding their involment with the ACILR project in 1980, they changed names and terminology to camouflage their association. This method was also employed in changing the (GLS) Global Localization System to   Global Positioning System GPS and Cancom who falsely manning their Tracking system. 

The provincial and municipal covert-up implication occurred under the impunity of Québec administrative law. On December 9, 1980 the four Proprietary ACILR documents were disclosed at a public council meeting. These heretofore-confidential, patentable, registered copyright concept violated by MSSTC Mayor's council President Andre Bourbeau without respect to Canadian law.

 In 1983, the Canadian government allowed themselves, under the criminal federal administration of Privacy law as a government Secret law and the imminence signature of the international Darpa protocol, to invest. The Canadian government acknowledged this investment in 1984. Concerning the Bell Canada investments of C$28 billions published in English acknowledged it only in 1995.

After the February 20,1985 murder attempt about which the Quebec Bar Association falsified documents, came the new CMPA rules accepted by the Justice Minister in 1986, This new rule gave the Canadian Provinces the right to finance the the Canadian doctor's medical malpractice insurance.

Quebec which already had the Justice ministry control, took also the Medical Doctor Insurance. By these control they criminally manipulate any action or reclamation, civil or Criminals against the medical Association or their Doctors. By these fact and using the Medisys Corporation and their criminal GOVERNMENTAL MEDICAL EXPERT, did their criminal full mental disable diagnostic.
